| Recently，on the trend of the globalization of economy and the regionalization ofeconomy, being a largely existing economic phenomena, industrial cluster has been attachedimportance by the theoretical and the industrial. On the influence of regional industrialclusters, regional economies have achieved rapid growth, but economy of the country justrelying on large international companies is not enough, the domestic the role of industrialclusters is also critical. Therefore, in order to achieve regional economic stability and rapiddevelopment, government and academics related to industrial clusters in which the role to beplayed by a high degree of attention and aid to the development of regional industrial clusterseconomy as their top priority. Therefore, discussion and analysis of practical and theoreticalsignificance of regional industry cluster competitiveness evaluation is very important.This thesis firstly expounds the regional economic theory, regional industry cluster andthe competitiveness of regional industry cluster theory, and discusses the influencing factorsform cluster enterprise, cluster secondary institution, markets, resources, infrastructure andgovernment. Then on this basis, I design a build a questionnaire survey and evaluation indexsystem of regional industry cluster competitiveness. In addition, this thesis analyzes thesurvey data according to the Analytic Hierarchy Process (AHP), and determines the weightsof evaluation index system of evaluation factors. By analyzing the results, the governmentfactors on the influence degree of the regional industry cluster competitiveness is the largest,followed by resources, cluster secondary institutions, infrastructure, market and enterprisecluster. Finally this thesis chooses the industrial cluster in RongCheng of Hebei province asa case, analyzes the present situation, advantages and disadvantages, and proposedcountermeasures and suggestions of improving the competitiveness in RongCheng garmentindustry cluster from strengthening the construction of research and development capabilities,building brand, establishing modern market structure pattern, strengthening personnel trainingand strengthening the internal collaboration cluster in seven aspects.Industrial cluster in RongCheng of Hebei province has become a characteristic pillarindustry during thirty years’ development, and has formed a influential garment industry cluster in the north of China. However,the garment industrial cluster in RongCheng is in thevalue chain of low-end round, so competitiveness and development model is severelyrestricting the development of regional economy, then the problem of cluster competitivenesshas been win more and more attention. At present, the regional cluster research by thedomestic scholar and experts has been only limited to the competitive advantage of industrialclusters and qualitative analysis, and the quantitative research on the regional industry clustercompetitiveness is less. As a result, it is necessary to summarize the current researchachievements of regional industry cluster competitiveness, and build a regional industrycluster competitiveness evaluation index system.This paper is of great significance to clear RongCheng garment industrial cluster’s ownstrengths, raise their competitiveness, and also has a great significance in making policy ofregional industry cluster.However, due to the limitation of individual knowledge reserves and analysis ability, itmaybe miss someone influencing factors in the course of constructing the competitivenessevaluation index system.
