People are tired of the crowded city and tight rhythm and begin to dream of arelaxing and comfortable environment. Sightseeing leisure agriculture is catering topeople’s desire for green and nature. It is a new high-profit agriculture combiningproduction, tourism, experience and leisure, which makes use of rural infrastructureand agro-ecological resources and is based on some factors, such as agriculturalproducts, agricultural operating activities and rural human resources, to form thefunction of agricultural leisure tourism after planning and design. Sightseeing leisureagriculture can effectively offer visitors a new way of life, make them free from thenervousness and pressure in urban life, and bring them a lot of benefits for improvingtheir life value. Meanwhile, it is also an important way to develop the function ofmodern agriculture and increase farmers’ income.Taking the suburbs of Mudanjiang as the research scope and sightseeing leisureagriculture as the research object, this paper studies on the current situation, existingproblems and their causes of sightseeing leisure agriculture in the suburbs ofMudanjiang. The potential advantages of sightseeing leisure agriculture in the suburbsof Mudanjiang mainly lie in the three aspects: abundant natural resources in rural areawith unique resource endowments; rich cultural heritage with traditional red tourismresources of Shaman culture; achievements of constructing rural tourismdemonstration sites and formation of various patterns. Therefore, Mudanjiangsuburban and rural areas have the foundation to develop the leisure tour agriculture.As far as the suburb is concerned, there are many problems of developingtourism leisure agriculture: low recognition by the citizens owing to the prejudice thatthe utility brought by the rural tourism is much less than the utility brought by otherscenic spots; lack of the government’s support; necessary infrastructure can notsupport the cost and operation of tourism leisure agriculture; the rural features and thedevelopment of existing tourism projects are insufficient; lack of environmentprotection while developing. To a large extent, the above problems became a barrier todevelop the leisure agriculture in the suburbs of Mudanjiang.This paper uses the theory of the economics of scope, theory of circular economyand industry cluster theory as the foundation and takes the experience of developingsightseeing leisure agriculture in Italy, Spain and Taiwan for reference. It studies the development and existing problems of sightseeing leisure agriculture in the suburbs ofMudanjiang city, using the research methods of literature, fieldwork, combination ofqualitative and quantitative method and case analysis and historical analysis method.The development of sightseeing leisure agriculture in the suburbs of Mudanjiangcity has the following six bottleneck problems: less participation and “farm” taste;small scales of construction and low concentration; high similarities; low integratedservice quality; lack of local characteristics; unclear economies of scope. It’snecessary for the operators of sightseeing leisure agriculture to look for the reasonsand solve these problems completely so as to promote it’s healthy and rapiddevelopment.There are great developing potential and space for sightseeing leisure agriculturein the suburbs of Mudanjiang but the existence of these problems has become thebarrier for its development. Therefore, this paper suggests the following sevencountermeasures to solve the problems: to strengthen the government’s support; tostrengthen the construction of project system; to strengthen the construction ofhardware and software of sightseeing leisure agriculture’s infrastructure; to broadenfinancing channels of sightseeing leisure agriculture; to avoid three high risks ofsightseeing leisure agriculture; to strengthen the benefits from the economics of scopeof sightseeing leisure agriculture.
