Since our country implemented the Costal exploration strategy,the Westendevelopment strategy and the strategy of revitalizing the northeast, thecentral region economically backward revealed futher problems, which arousedgovernment deparments and the academic community s widespread concern. Thereare many reasons accounting for the backward of the economic development incentral region, among which, the lag behind the development of an openingeconomy is no doubt a very important reason. From1986to2010, the centralregion took up21.2percent of the national GDP. However, the percentage ofthe central region s foreign trade to the national total was4%and thepercentage of foreign direct investment to the national total was1.36%. Thepractice of China s estern region shows that opening economy plays animportant part in accelerating economic growth. Therefore, in the crucialmoment, the Rise of Central China strategy has risen to national developmentstrategies, regarding the opening economy as a breakthrough of economicdevelopment, revealing effective ways of the opening economy development ofthe central region is significant.In this paper, issues of the central region s opening up economydevelopment have been deeply studied. Firstly, on the basis of reviewing thetheories and literatures of opening economy development, the author makes useof nearly20years of time-series data and the average data analysed the statusof the central region. Secondly, the author analyse the specific6proviencesfrom the following4parts: the strength, the weakness, the opportunities andthe threats. Thirdly, the author creates a model to analyse the reginalenvironment of these6proviences to find out the specific aspects need tobe improved. Finally, the author gives the suggestions about how to developforeign trade and foreign direct investment in central region.
