| Chang-Ji-Tu Opening up and Development Pilot Zone has strong industrialfoundation and geographical advantages, but the international development is far belowthe developed eastern region and the nation’s average level. It is a big weakness forChang-Ji-Tu’s sustained and rapid development.The Cooperation and Development Planning Outline of the Tumen River Region ofChina–Setting Chang-Ji-Tu as the Development and Opening-up Pilot Zone wasapproved by the State in2009. The level of openness of Chang-Ji-Tu elevates rapidlyunder policy’s stimulate in2010, but the good momentum of development didn’tmaintain for a long time. The increase of the openness level has become smaller andsmaller after2010, even appeared the negative growth after2011. This of course hasimportant relations with weakening global economy and new normal development ofdomestic economy, but it explains that the nation’s policy support is just an externalstimulus. The increase of one region’s openness level and development ability isdetermined by endogenous factors. Therefore, the development and opening up ofChang-Ji-Tu must plan all the advantages as a whole. It should integrate locationadvantage, industry advantage, resources advantage and policy advantage together, alterpoor infrastructure, overlapping investment, regional loosely connected and other defect,made solid progress in supporting industry, regional planning, park construction, toachieve the continuous improvement of openness level and the ascension of economicbenefit.The article based on the theory of the openness, increase and regional integration,carding the estimate of the openness level, Northeast Asia regional economic integrationand research on Chang-Ji-Tu’s the Development and Opening-up, research on the situation of Chang-Ji-Tu development and the openness level, analysis in the advantagesconditions and obstacle factors, and then give countermeasure and suggestion on furtherexpanding opening up of the region. |
