New Rural Social Old-age Insurance In The Pilot Areas Of The Effectiveness And Improvement Suggestions

The implementation of the new agricultural insurance is the inevitable result of China’s rural population aging problem, rural areas economic development and national’s industrialization and commercialize.It is the trend of the period. Therefore, the establishment of new rural old-age insurance system plays an important role in the protection of the basic living of rural ageing population, improve the rural social security system, maintain rural society stability and promoting economic development and social progress and building a socialist harmonious society.The main content of this article is through using the method of literature, questionnaire, interviews and other methods.Under the background of establishing new rural old-age insurance system, thorough the analysis and researching of the pilot area of Renqiu city, makes the results of how the new agricultural insurance system in actual operation, results to the end, how the pilot areas to this system were conducted in which innovation, in the course of the operation obtained what result and appeared what problem. In the analysis of the basis of the above-mentioned problem, and introduces several main countries model of rural endowment insurance, draw its experience and lesson and put forward to perfect the policy proposal of system of new system.Through investigating discovery,the main implementation achievements are:Farmers participation degree is high;pensions to some extent to meet the needs of farmers’;the bearing capacity is relatively high;the overall degree of satisfaction is relatively high;farmers’pension values have some change.The main problems are:farmers choose the payment of low grade, insured age generally larger; replacement ratio of pension level is low; policy advocacy work is not done well; system still has some defects; hedge and increment pathway weak. This article is divided to six parts. The first part is introduction, mainly introduce the selected topic background, research significance,and the research of home and abroad are reviewed. The second part is about some of the concepts and theoretical basis of the new insurance. The third part analyzes the new insurance pilot area of Renqiu city in developing the new farming in the working process of the achievements and experiences. The fourth part is in the city of Renqiu development process obtained what result and explains what problems encountered, which aspects do not good and what’s the reasons. The fifth part put forward from five aspects to improve the overall train of thought of the new agricultural insurance. The sixth part t puts forward some perfect system or working measure, make the new insurance toward a more perfect direction.
