Analysis On Government Responsibility In New Rural Social Old Aged Insurance

old-age Insurance system, as an important part of the social security system, is the productof social progress and development is a "safety net" for our today’s society. And the old-ageinsurance system in rural areas is an important part in China’s social security system, but it isalso the weakest link in the entire social security system. With the rapid development of Chineseeconomy and society, the proportion and amount of the aging population in rural areas show theincreasing trend. At the same time, the pension model based on the traditional land and familycaring has suffered the unprecedented challenges. At present, China is in the background of theeconomic transformation and social change, the function of traditional rural family pension hasbeen gradually weakened, which becomes an inevitable trend. To this end, in2009, the StateCouncil issued a guidance “some political suggestions about the pilots built for the developmentof the new rural social pension insurance”, and moreover, in order to solve the rural endowmentissue thoroughly, the government took active measure to set up pilots for the implement of thisnew rural pension insurance system in most the counties and cities. According to the actualsituation of the rural social insurance, although social insurance has to follow the principle ofshared responsibility in the implementation of the new agricultural insurance, the governmentalso should take on the corresponding responsibility. Recently, as the responsibility of thegovernment in the rural old-age insurance has been accepted by the relative stakeholders, how toreconstruct the government responsibility system has become very important and practicalproblems.This article will mainly discuss the relevant responsibility for local government toparticipate in the new rural old aged insurance. This paper is divided into five chapters: Chapter1Introduction to the significance, content, methods and innovative researching points ofgovernment responsibility in participating, and current theoretical research feedback from thedomestic and abroad about the responsibility of the Government to participate in the newinsurance. The second chapter will describe the content of Chinese new rural social pensioninsurance system, the system found process, the main content of the system, and some problemsexisting in this new insurance working stage. The third chapter describes the theoretical basis forgovernment involvement and government-led in the social security system, and analyzes thenecessity and feasibility in the new agricultural insurance for government responsibility; thefourth chapter analyzes the performance of the lack of responsibility of the government in thenew agricultural insurance analysis and reason. The fifth chapter focuses on the correspondingcountermeasures and suggestions to improve the government’s responsibility in the New VillagePaul institution. In last chapter, the author will summarize the responsibilities of the governmentin the construction of the new rural pension insurance system.
