Consumption, investment and exports are the "Troika" to promote economic growth, excessive dependence on investment will lead to waste of resources and pollute the environment, and it’s not consistent with China’s sustainable development strategy. While exports are vulnerable to international factors, fluctuations on the contribution to economic growth, so to protect the healthy and steady growth of China’s economy, you need to rely on stimulating domestic demand. But the final consumption rate didn’t make more contribution to the GDP of China’s because of the low rate of consumer, particularly the low rate of consumption of rural residents. An important method to improve rural residents’ consumption rate is to develop the rural consumer credit. But China’s rural consumer credit situation have two characteristics:there are few formal financial institutions in rural areas and agricultural production loans are the focus of development of China’s rural credit, there is nearly no rural consumer credit products, so farmers satisfy their the consumer credit demand by two ways: First, through non-formal financial channels, the second is the diversion of agricultural production loans to the consumer. Therefore, in this context, the study about farmer whether access to consumer loans and what factors will affect access to loans, which will develop the rural consumer credit have practical significance. The research in this paper can supplement the existing in theory of the insufficiency of the study, in practice helps to found out the rural consumer credit restrict the development of factors, and to the government about the development of rural consumer credit policy provides the basis, in order to promote the development of the rural economy in our country.The sample area farmers demand for consumer credit by describing the statistical analysis, the statistical description to identify the situation of the farmers on the formal and informal consumer demand for credit. Including the description of the relevant variables, such as the characteristics of the farmers and the rural households, while farmers on both formal and non-formal application for credit situation to observe, and farmers for the use of the loans is analyzed on this basis law and hypothetical type method by comparing the contract study,then it will be discussed again about the farmers the use of credit, to identify the proportion of consumer credit in rural areas to the total rural credit. In addition, through empirical analysis to examine the factors affecting the credit needs of rural residents’ consumption, including the introduction why use the "probit" model to analyze and how to select the variables and then combined with the descriptive statistics analysis variables into the model yields analytical results.Analysis of the rural consumer credit demand and its influencing factors, we find that the consumer credit supply is not enough in rural areas, but rural residents still need formal financial consumer credit; the rural residents do exist misappropriation of funds, indicating that rural areas of credit use is difficult to distinguish between the consumption and production, rural residents’ consumer credit may actually be the name of the production of loans exist; we through intention and hypothetical type found rural residents have a greater demand for consumer credit; The factors affecting farmers consumer credit supply and demand are mainly divided into two aspects, from the demand, the income of the farmers, the land assets, is to get the necessary conditions of consumer credit, from the supply side, the formal financial institutions is main consideration of the risk, the higher the farmer income, can the assets of the mortgage, the more their loans to farmers limit the smaller, but farmers houses, and cultivated land and fixed assets can be used as the effective collateral, the farmer is hard to bank provide effective mortgage or guarantee peasant households apply for consumer credit difficult to become the main reason.
