China’s state-owned farm system was founded in the early of the PRC was established, and it was a product of the planned economy and the embodiment of the highly centralized planning system in the field of agricultural production. Its ownership is socialist public ownership, and arranges production according to the principle of national planning and economic accounting system. For a long time the state-owned agricultural farms played a great role in changing the social outlook of the Western Region, thriving economic and cultural of the border areas, improving people’s living standards, strengthening national unity, and consolidating national defense. However, as China’s market-oriented reform pushed to deep, many state farms dropped into a development dilemma and faced bankruptcy or merger. Basing the typical case of state-owned farms in Jiangxi province and using qualitative and quantitative analysis, the paper found that many problems such as uneven development and relatively poor economic efficiency are endemic in China’s state-owned farms. And the main reasons are unclear land property rights system, complexity of operation mode, unclear role, heavy social burden, single financing channel and lack of financial support from government. In view of this situation, the paper thinks the mainly solutions of promoting state-owned farms in Jiangxi province out of plight should mainly consist: deepening structural reforms and introducing modern enterprise system as soon as possible; preventing the situation of multiple management; continued the economic reforms such as separating the pole of farms as enterprise from society and government, clear positioning in playing an exemplary role in modern agriculture and new rural construction, intensifying policy support and implementing farm revitalization strategy; cultivating agricultural land transfer market and solving the financing problem of state-owned farms fundamentally.
