Research On Construction And Development Of The Modern State-Owned Forest Farms In Shaanxi

Based on the sampling survey of state-owned forest farms in Shaanxi (10% of state-owned forest farms in China), this thesis studies the state-owned forest farms in Shaanxi, under the guide of the modern forestry theory and the modern management science theory and with using the methods of the combination of the macroscopic and microcosmic, the qualitative and quantitative, it analyzes current situation and existing problems of the construction and development of the state-owned forest farms in Shaanxi, and advances basic clues for thinking and measures for the construction and development of the modern state-owned forest farms in Shaanxi. The conclusions of this paper are induced as follows:(1)There are many difficulties and problems in Shaanxi state-owned forest farms: the unordered system, backward fundamental facilities, low forest management and the undeveloped industries, which restrict and influent the construction and development of the state-owned forest farms in Shaanxi.(2) Put forward the construction and development way of the modern state-owned forest farms:"under classified forest as business foundation and classified management as mainline, building the modern management system mechanism of state-owned forest farm; improvement of the state-owned forest farms infrastructure on people-oriented and scientific planning; innovating the forest management system and enhancing the quality and quantity of forest resources in order to achieve sustainable state-owned forest farms management development; readjusting the state-owned industrial structure and the business organizational forms, developing modern forestry industry; with a strict protection and sustainable utility, perfecting the protection and management mechanisms of forest resources; cooperating to win-win, interacting to mutual benefit, and building the harmonious forest farms together."(3) This research divided the construction and development measures of the modern state-owned forest farms in Shaanxi into six aspects, includes management system, fundamental facilities, management of silviculture, industrial development, resource protection and harmonious forested areas.The results show that if these difficulties and problems, which are in the construction and development of the state-owned forest farms in Shaanxi at the present time, are to be thoroughly solved, we need to accord to the development thought of modern forestry industry and modern state-owned forest farms, on the basis of establishing "a fairly complete forest ecosystem, a developed forestry industrial system and prosperous forest culture" , the requirement of overall goals, only by promoting forested areas with advanced science and technology , administrating forested areas with modern management and marketing methods, equipping forested areas with modern material, building forested areas with overall construction of comparatively well-off and harmonious society , can we gradually construct become"management science, well-grounded infrastructure, forest with Better Quality and Higher Efficiency, development industries, sustainable forest resources, forested areas that is affluent and harmonious"of modern state-owned forest farms.
