Investigation And Comments On The Modern Construction Of The Land Reclamation State-owned Farms In Maoming City

Since the Reform and Opening of new China, state-owned farms of agriculture economic output and production capacity has improved significantly and well-known brands of farm products has already had quite high international competitiveness. Although the reform of state-owned farm system has been carried out, there are still some problems restricting the farm reform and development. Especially under the new situation of economic globalization, the intensive competition in the international market, state-owned farm system is still difficult to adapt to the “Thirteenth Five Year Plan” for the development needs of modern agriculture. There are three main problems in the reform of state-owned farm system. First, official departments work in their own way and their economic strength is not enough. Second, state-owned farm system today is difficult to play the role of business operators. Third, the management mechanism does not meet the requirements of market economy. How to change the management system of state-owned farms, to create a diversified industrial development, how to make the support industry of the reclamation area, to promote the economic development of this area harmonically, rapidly and healthily, to realize the goals of building a well-off society early is still a major issue which state-owned farms are facing. The related content of the reformation of management system was analyzed in this paper based on the data of the case of Guangdong State-owned Victory Farm. By combining the analysis of the relevant statistics, countermeasures were further proposed: First, we should focus on eliminating the institutional barriers restricting government public resources and public services concerning the farms. Second, we should speed up the establishment of a diversified technology service system. Third, we should strive to remove the obstacles to the optimization of industrial structure. Forth, we should innovate management approaches, further improve the internal management mechanism, handle internal benefits distribution relationship correctly and make the farm focus on economy.
