Minimum wage protection as a common practice to protect low-income groups ispopular around countries of the world. It’s has been16years since China introducedProvisions on Minimum Wages in1993. But there are still many issues relative to minimumwage in evaluation, adjustment, monitor, etc, which bring difficulties to theimplementation of minimum wages,thereby affect the effect of minimum wages.This paper reviewed the origin of minimum wage theories and establishmentbackgrounds. Based on comprehensive comparisons of minimum wages onimplementation modes,fixing and adjusting methods,legislations in selected foreigncountries,Chinese provinces,autonomous regions and municipalities,then problems in theimplementation process were discussed and a new standard mode of sub-regionalharmonization was proposed. Learned from current theoretical and empirical researches,an indicator system of evaluation and adjustment was built,a comprehensive evaluation onprovincial minimum wages by factor analysis method was conducted to establish adjustingmethods from the view of both absolute and relative levels of minimum wages. Finally,based on comparisons of domestic and international supervision legislations,regulationpatterns,proposals of establishing minimum wage adjustment mechanism,improving laborunions regulatory mechanism and enhancing penalties were put forward for effectiveimplementation of minimum wages and for government decision-making reference.The main outcomes of this paper are reflected in:(1) Make comprehensive analysis and comparisons between domestic andinternational minimum wages on modes,standard levels and effect factors;(2) Research on minimum wages adjusting modes,frequencies and adjusting levels,set up adjustment methods from the view of both absolute and relative level of minimum wages;(3) Conduct a comprehensive evaluation on rationality of provincial minimum wagesbased on the established evaluating indicators system of minimum wages;(4) Propose supervision measurements of minimum wages by benefiting frominternational supervision and legislation systems of minimum wages.There are two points of innovation in this paper. Firstly,demonstrate the rationality ofminimum wages protection. Secondly,innovatively propose evaluation and adjustmentmechanism of minimum wages and conduct quantitative,empirical research by factoranalysis method.In the current economic situation of tense labor relations,to evaluate minimum wagesthus adjust minimum wages at a reasonable rate have important significance in implementof minimum wages and fully development of its function.
