Minimum wage standards are the minimum wage in the most basic and the most important link, the scientific and reasonable minimum wage standard for the entire operation of the minimum wage system is very important. Internationally, generally use the ratio of minimum wages and average wages to measure the level of the minimum wage, and that a reasonable level of 40% to 40%. Consistent experience in existing literature found that the minimum wage standard of the average wage level between 0.16 to 0.38, to think of the minimum wage level is too low in our country. But the average salary of the current statistical caliber does not contain the town individual and private enterprises, the average salary for these groups are relatively low, the use of simple measured by the ratio of minimum wages and average wages there are obvious deficiencies in the minimum wage. First of all, in this paper, the minimum wage in China the real level of correction. After correction, the proportion of minimum wage standard of the average wages by 16.2%~38.3%, rising to 19.9% ~43.1%, up 5.4% on average.Secondly, using the 2004-2012, the national 286 cities as the related data of minimum wage decision mechanism of our country has carried on the empirical analysis. Found:(1) after 2009, the unemployment rate has a significant negative effect on the minimum wage, and east and west region in setting minimum wage standard without considering the impact of unemployment, there are still defects for the establishment of the minimum wage. (2) the worker average wage level is higher, the higher the minimum wage standard. (3) east and central regions per capita GDP has a negative effect on the minimum wage, this suggests that the economy is relatively developed areas in the minimum wage rate is lower than the minimum wage growth in less developed areas. (4) the less developed areas, population support coefficient of minimum wage standards of the bigger the obstacles. (5) the enterprise profit, the better, the higher the minimum wage, it shows that with profit growth, the enterprise will have more space to raise the minimum wage workers. (6) the higher the proportion of foreign capital, by 2009 the local government in order to attract foreign investment, tend to lower the minimum wage. On the whole, our country minimum wage standards become more and more conform to the requirements for the minimum wage regulations, but in some parts of the minimum wage standards still exist unreasonable places.Again, in order to further investigate the scientific nature of the minimum wage standards, this paper, by using 2005-2012, the national 286 cities as the minimum wage data, comparison across part-time worker with full-time worker of hour minimum wage hours minimum wage, the gap mainly are part-time worker with a full-time worker in job security, working conditions and labor intensity, welfare, differences exist, but around the gap between should not particularly large. By comparing the differences of hour minimum wage rate is found the area ratio of the minimum wage difference is bigger, the ratio of the maximum average for the minimum of 2.24 times, some regional differences of hour minimum wage rate is less than 1, this does not accord with the requirement of the minimum wage regulations. Under fetch,2004-2013, the relevant data to construct the Logit model, the study found that more than adjacent areas in the minimum wage adjustment in the region have significant positive influence on the adjustment of the minimum wage standard. Everywhere in the minimum wage adjustment, is not completely rational, "bandwagon effect" exists between the neighboring provinces and cities. Finally, this paper put forward the corresponding policy recommendations.
