Foreign aid training has become a prevailing phenomenon. China has already taken in the foreign aid project as his international responsibility. In recent years, national policy and plan call for the widening of the area of human resource aid to other countries, and strengthen the corporation with developing countries in the field of human resources. With strengthening of China’s comprehensive national power, the demands from developing countries for our country’s foreign aid personnel training talented constantly grows, the number of foreign aid training program carried out by our country also increases. In China, so far, very few people probe into the area of training program management and make in-depth research and discussion about the problems in this field specially, therefore, it is of theoretical and practical significance to investigate foreign aid training.This article take the J Base as the study subject and work from the perspective of project management. The research method mainly include the documentary research method, comparative study method, field survey method, statistical analysis method, case study method and so on. This research is made mainly through three lines: Question, analysis of problem, and solution. The paper is divided into six chapters: the first chapter is introduction of the research;Chapter2is the explanation of the foreign aid training program management, Chapter3makes analysis of present situation of the foreign aid training in J base, Chapter4explains the experience and reference of the domestic and international training project management; Chapter5proposes countermeasures to improve and perfect the foreign aid training management in J base; The last chapter is the conclusion and prospect.At first through the analysis of the foreign aid training in J base help find the problems in the foreign aid training in China:lack of uniform regulation at the national level, the contradiction between the training content design and training need, lack of scientific teaching resources, immature management system, follow-up system need to be improved. According to the above-mentioned problems, through the analysis of the means of the foreign aid training programs in Germany, the mode of operation of other bases, we can learn the general project management processes and methods. To improve the quality of management of foreign aid training, and better the foreign aid training work of J base, there are several suggestions:(1) improve the system, standardize the management of foreign aid training;(2) good demand investigation, to meet the demand for foreign aid training;(3) improve the teacher library and training base library construction, establishment of resource-sharing mechanism;(4) improve the management strategies and methods to strengthen the team building;(5) to improve the tracking return mechanism, strengthen the sense of purpose. This paper aims to put forward development proposals for the sustainable development of J base foreign aid training program.
