Study On Planning Technology Of New Countryside Construction

After thirty years of reform and opening up, China’s Urbanization has developedrapidly, but the rural construction lags behind. The countryside has become of thedepressions of the economic and social development. Two urban and rural economicstructure is more outstanding, the gap between urban and rural development graduallyexpand. After enter2000, the party and the country gradually turn eyes from city tocountry. Speeding up the construction of the new socialist countryside and newcountryside community is not only the need of coordinating urban, rural economicand social development, but also the need of changing rural extensive utilizationstatus, using land economically and intensivly, and protecting arable land. Based onthe actual state of towns and villages, how to determine the layout of towns andvillages, the scale of land use and the regulation of time sequence reasonablly,exploring a suitable planning technology for rural countryside is the key problem thatnew rural construction and planning need to solve. It is also very significant tocoordinate urban and rural land use, utilize land economically and intensivly, andpromote the sustainable development of economy and society in rural areas.. Xiayi county is the key test county of “the rural comprehensive reform pilot areaof Henan provice” and the core county of grain production in Henan province. Lijitown has the first population in Xiayi county and is the key town of the constructionof small cities and towns. The outstanding problems during the use of village land arescattered layout, looseness of structure, per capita land exceeds the standard seriously.In the east plain area of Henan, it is typical and representative. Based on sustainabledevelopment theory, urban and rural coordinating theory, central place theory,man-land relationship theory, land resources scarcity theory, Pareto optimum theoryand the theory of using land economically and intensivly theory, this paper takes Lijitown as the study object, taking the coordinating of urban and rural development andthe promoting of economical and intensive utilization of land resources for the target,adopting field investigation, statistical analysis, demand analysis, empirical analysisand spatial analysis technology method of GIS, analysing the problems of land use.On the basis of forcasting the population and the urbanization rate of Liji town, the study is focus on the per capita land saving and intensive use index, new ruralconstruction land scale, new countryside layout optimization, implementation timesequence.Finally, it formulate a new rural construction plan of Liji town.In the respect of the per capita land saving and intensive use index, according tothe public construction land allocation of town, center village and grass-roots village,It analysis and calculation the per capita construction land index. And through theinvestigation and empirical analysis of domestic new rural construction land use, theper capita land saving and intensive use index were put forward. They are respectively100square meters,85square meters,75square meters. It let us go out of the mistakenidea that the per capita land index of grass-roots village is higher than town and centervillage in the current rural construction land planning. By using this index, it can savemore than40%than traditional methods.In the respect of the village and town planning layout, after taking the acceptablefarming radius poll of145natural villages, the radiation radius of the village wasdetermined about2kilometers by the median figure of farming radius. Accordingly,the187natural villages were integrated planning into7center villages,12grass-rootsvillages, and a total of19new villages. The village’s density is0.25per kilometer.And the layout of new villages was determined by trunk roads, rivers and othernatural channels, corridors.In the respect of planning implementing scheduling, according to the currentsituation of village’s per capita land, using arithmetic method to divide147administrative villages into level one priority area, level two priority area, level threepriority area. Combined witn village construction, the demolition will of villagers, thebuilding ability and so on, by applying spatial analysis technology of GIS, the timesquence of planning and implementation was determined reasonably.
