Analysis Of Government Responsibility On New Rural Social Endowment Insurance

On September 2009, the general office of the state council promulgated the pilotguiding opinions about new rural social endowment insurance. In it, the importantguidance document , the basic principles, coverage, fund payment mode and so onhave been issued in particular, So far, the rural social endowment insurance has takena new step. Compared with old rural social endowment insurance, in order tostrengthen government responsibility the new one set up a new mode of old-age socialpension system which connects individual payment, group allowance and governmentallowance. The system has specific regulations on government responsibility ,but thecentral and local government still have no clear distinction between their respectiveresponsibilities ,and whether or not to perform will be a problem.The paper discussed the government responsibility of new rural socialendowment insurance from four aspects including legislative responsibility, systemresponsibility, fiscal responsibility ,supervisory responsibility. The paper analysed thereason of lacking responsibilities and put forward some perfecting governmentresponsibility measures.By the study,I hope that government responsibilities can becleared and the system can be performed smoothly to solve the rural agingproblem,maintain rural stability,and promote the construction of new socialistcountryside. At the same time,the government responsibility further clarified willcontribute to the transformation of government function and promote the constructionof a service-oriented government,which will narrow urban and rural differences tocreate conditions for covering urban and rural areas on endowment insurance.
