Since reform and opening up policy implemented for more than30years, China’s tourism industry has changed from a tourist resources power to a cosmopolitan tourist power. As tourist industry is high comprehensive and has high association degree, CPC Central Committee and State Council attaches great importance to the development of tourist industry and has placed it as important industry in national economy. In this policy environment, investment in the tourism industry is gradually warming, and many outstanding investment and operating companies in tourism come forward. As the leader of them, OCT Group becomes the object that tourism investment companies scramble to learn and imitate for the rapid development of corporate strategy and impressive operating performance.Along with the boom of tourism investment, tourism complexes gradually provoke interest of all parties. The actuality of the development of domestic tourism complexes is practice more than the theoretical summary. Generally, the tourism complex is "Based on the tourism resources and land, to form with the comprehensive land development which is oriented by tourism and leisure, and with the interactive development of the theme hotel group, integrated leisure, leisure real estate, community as the core function of structure, and with the higher overall service quality for the tourism and leisure area". Given the huge investment of the tourism complex, its successful development or not has a great impact for investors, scenic areas, destination, and urban development. Therefore, the market positioning of the project, site selection, planning and design, operation and management, and upgrading must be cautiously treated.In this paper, OCT East project is the key object of study. We explore the elements of the success of the operation of the tourism complex project from many aspects, such as location choice, the construction sequence, function zoning, transportation planning, product building, the price system and marketing. By analysis of construction background of OCT East project and inductive the mode of OCT East is the ecological oriented tourist complex, its’ characteristics is, original development conception, scenarios’ project planning, diversification of products, Composite tourism, culture with innovation integration, tourism real estate’s support, and support from the government. we sum up a seven-point experience of its successful operation:advanced development concept, scientific planning design, eye-catching cultural elements, the efficient capital operation, precocious idea of environmental protection, first-class operation and management and digital scenic areas building. At the same time, on the basis of the elicitation by the OCT East model, we inductive and analysis some problems should be focused on in investment in the tourism complex projects for tourism enterprises, for example, complex project should be built from the four aspects:integrated building as a target, breakthrough in location for the pilot, functional architecture for the core, manipulation and operations as the support. In addition, the demands of the relevant interest groups and land transfer issues, as the foundation of the construction, should also be concerned about.In a word, by a detailed analysis of OCT East project, we summarize the key elements of the successful operation in the tourism complex project for the tourism investment companies. In this paper, the experience is summed and drew from on the basis of the analysis of the case, and development strategy and some relevant problems in tourism complex projects are explored, which may provide a useful reference for the follow-up investment in tourism complex projects for the tourism enterprises.
