The Statistical Evaluation On Constructing The Two-oriented Ecological Cities Of Changsha-Zhuzhou-Xiangtan

Chang-Zhu-Tan cities are approved as the comprehensive reformed experimental areas of'The two-oriented society',which brings great potential for Chang-Zhu-Tan cities'development, but proposes higher challenges and demands too.In this background, implementing the scientific concept of development,then building an ecological city is the only choice for Chang-Zhu-Tan cities'development.The thesis explores the meaning of ecological civilization and the construction of 'The two-oriented society',combining the characteristics of ecological city and the requirements of'The two-oriented society',then proposes the concept of establishing 'The two-oriented ecological city'.It hopes to evaluate the process of'The two-oriented ecological city' of Chang-Zhu-Tan cities through objective study to data.For this purpose, basing on the study of relevant indicator systems, borrowing the model of'Pressure-State-Response'by the United Nations Commission on sustainable development, starting form the three modules of pressure, state and response, the text builds a complex ecosystem of'The two-oriented society'.In the next, it uses the method of factor analysis to evaluate and compare the status of ecological construction of Chang-Zhu-Tan cities,Hunan province and capital cities of the other five provinces in the central region, and the evaluation is on the basis of the statistics in 2008 of these regions,then it can be found that the composite score of Changsha is the highest in the eight cities, but Zhuzhou and Xiangtan have a lower level of ecological construction, their composite scores are much lower than other cities,and also less than the average level of Hunan province, so the ecological problems of the two cities need to be taken seriously. Afterwards, the thesis uses the method of ecological footprint to study the degree of the environmental sustainability about Chang-Zhu-Tan cities, finding that the ecological footprint is higher to the ecological capacity, so there is an existence of environmental deficit for Chang-Zhu-Tan cities.If Chang-Zhu-Tan cities want to imply integration and go into a real road of eco-development, there still have lots of works to be done.Basing on the above results, the thesis finds a new way for Chang-Zhu-Tan cities to establish'The two-oriented ecological city'after summarizing their advantages and obstacles.Guiding the overall situation by the concept of sustainable development, in the mind of'The two-oriented ecological city',starting from the market demand, using the power of innovation in mechanism, then build a new situation for the construction of 'The two-oriented ecological city', that is,government-led, market-driven, public-participate and supervise.The conclusion of this context have provided reference for the decision-making, planning, assessment of Chang-Zhu-Tan cities'development, and this is also benefit to other cities.
