Study On The Green Efficiency Of China Energy Under The Low Carbon Economy

Energy is an important resource for the development of human society, which isalso the live and the material basis of human society. Energy efficiency not only canmaintain energy security, but also reduce environmental pollution and slow climatechange, which is the most important factor resolve the above problems. Therefore,studying energy efficiency is more important, especially it can make morecomprehensive and objective evaluation to China’s energy utilization.Based on the basis of home and abroad literatures study, we link the objectsituation of China’s energy efficiency. According to the per capita GDP in2009, wemake the China’s provinces (not including Tibet, Hong Kong, Macao and Taiwan) isdivided into four economic layer,including underdeveloped economic layer,the commoneconomic layer, relatively developed economy layer and developed economy layer. Atthe meantime, carbon emissions as a representative index of the low carbon economyincluded into the evaluation index system, and then article utilize the super efficiencyDEA method and DEA-Malmquist index analysis method to evaluate four economiclayer’s energy efficiency from the direction of cross section and time series analysisbase on data2000～2009. Research finds: in the direction of the cross section, theenergy efficiency of developed economy layer rapid promotion finally at the highestlevel.The energy efficiency of relatively developed economy layer is in the secondlevel.The common economic layer and underdeveloped economic layer’s energyutilization efficiency are in low layer; In the time series direction, all economic layer arein recession state in technical progress.Scale efficiency had no obvious changes.Developed economic layer is the only effective in the pure technical efficiency.Finally,according to the data analysis from vertical and horizontal, we find that all economiclayer are in recession state in2000～2009.Even though some economic layerdemonstrate the effective in the cross section,it is also a kind of relativeefficiency.Energy efficiency don’t have improve in nature. On the contrary,all economiclayer’s energy efficiency are reducing year after year.
