China is the largest developing country in the world.At the same time,China is thesecond country of carbon dioxide emission in the world.And it is the second countryof energy producer and consumer in the world.Low carbon economy has become thedevelopment trend of world economy under the current situation.In the context offuture economic trends,how to coordinate energy consumption,carbon emissions andeconomic growth,how to realize the sustainable development between them havebecome a key issue.Firstly,we use DEA model,IDEA model,SBM model and ISBM-DEA model toestimate the technical efficiency of carbon environment about nearly10years inChina with related research scholars at home and abroad,which based on the actualsituation of energy consumption,carbon emissions and economic growth inChina.Secondly,this article estimates the technical efficiency of carbon environmentusing ISBM-DEA model about the30provinces of China.And then it analyze thevariability of every province.Finally we analyze the factors which affects the Chinesecarbon environmental technology efficiency using carbon environmental technologyefficiency as explanatory variables and the panel data model.The main conclusionsare as follows:1、Sustainable development of regional energy consumption, carbon emissions andeconomic growth has significant difference. The eastern part of China has the bettersustainable development,while the middle and the western part of China have theworse sustainable development.And most provinces are high-carbon economydevelopment areas in the midwest.It explains that not only the economic developmentof eastern part in China having better than the midwest, but also the ability of energyconservation, emissions reduction and sustainable development ability is also betterthan the midwest.2、Although the three areas of China have significant differences in carbonenvironmental technological efficiency.There are different levels in the same trend.That is, first decreased and then increased. In particular, after2006, it towards a bettertrend development It shows that a series of policy measures made by the eleventhfive-year planning playing a good-oriented role for energy consumption、carbon emissions and sustainable economic growth in our country.3、People’s living standards, the mode of economic growth, technological progress,heavy-duty industrial structure, the process of urbanization and institutional factorshave different influence on the technical efficiency in China. Among them, people’sliving standards, technological progress and institutional factors promote theimprovement of technical efficiency of carbon environment in China.But the mode ofextensive economic growth, heavy-duty industrial structureand the process ofurbanization hinder the progress of echnical efficiency of carbon environment in ourcountry, as well as differences in the extent and impact.On the basis of the above analysis, this paper further analyzes the reasons for thedifference of technical efficiency of carbon environment between each area andcarbon environmental technological efficiency reason for the difference between theand makes suggestions for improvement. For example,paying more attention to theregion coordination development in the process of full scaled development.Furtherly,this article proposes some reasonable opinion to improve the technicalefficiency to accelerate the capacity of energy consumption,carbon emissions andsustainable economic growth in our country.
