Since our technique for reconstruction projects and post-disaster reconstruction projects has mandatory and strong striking feature of public welfare, it is necessary to carry out socio-economic reconstruction project technical specifications for the full range of Targets.Index system refers to a large number of domestic and foreign literature, basing on the use of system theory to make multi-angle multi-objective analysis to the different weights of the outcome, and establishes Framework model for the evaluation system of post-disaster reconstruction. Using expert-scores and social surveys, levels of analysis and fuzzy comprehensive evaluation method to quantify subjective satisfaction, fingding which factor is obtained to improve aided engineering determinants of satisfaction, provides the constructive comments for the similar reconstruction work in post-disaster reconstruction.Firstly, this paper analyzed the earthquake that happens in China and post evaluation for the reconstruction project all over the world.Connecting the the satisfaction theory in the previous studies on the basis of the literature, using Delphi method to establish the post-disaster reconstruction projects after the analysis of evaluation index system, and using the analytic hierarchy process to determine the weight, providing the evaluation model using the fuzzy evaluation method. It also summarizes the methods that the project post evaluation usually used, taking the a highway project that Ningbo city aid Qingchuan in the construction as an example to test and apply the constructed index system model.Finally summarizes the conclusions of this study, and get the enlightenment proposal and the research prospect in the process of studying.This innovation is citting the satisfaction theory as the goal of the index system for the reconstruction of post-project evaluation. Uses Fuzzy comprehensive method to quantity the Indicators, and takes the improved BP neural network to train data. Finally, takes the intelligent tool for the reconstruction of post-project evaluation system.
