Our country is one of the worst disaster-affected countries in the world due to frequent natural disasters. At May 12th, 2008, an unpredictable earthquake strike Wenchuan, Sichuan province south-west of China. The earthquakes cause destructive damage to people's lives and socio-economic development. After the post-earthquake relief work finished, post-disaster restoration and reconstruction has been put on the agenda. The broad sense post-disaster restoration and reconstruction refers to the process that disaster-affected areas return to the normal living status which including mental state and social order. In this paper, the author discusses the physical post-disaster reconstructions which include the emergency restoration phase and the restoration of infrastructure and the development of the disaster-affected areas. Post-disaster reconstruction is divided into four phase: the emergency restoration phase, the restoration and reconstruction of infrastructure phase, the reconstruction phase, the development reconstruction phase of disaster-affected areas. Each stage has their own differences and the objectives are not quite the same.Post-disaster restoration and reconstruction is a long-term and arduous task, we need to explore a set of effective project management pattern of post-disaster reconstruction. At the same time we should be rational to think the problems and deficiencies of project management during the process of post-disaster restoration and reconstruction. Only in this way we could reconstruct the disaster-affected areas under an effective project management pattern and promote the performance of the reconstruction work.In this paper, the author reviews the researches of the project management patterns in post-disaster reconstruction at home and abroad. After analyzing the characteristics of post-disaster reconstruction projects, the author describes the role of government in the post-disaster reconstruction process. The object of this study is defined as government invested post-disaster reconstruction projects. Then the author starts with the Tangshan reconstruction project management pattern and studies the existing post-disaster reconstruction project management patterns. The advantages and disadvantages of various project management patterns are discussed and the application scope is defined. There is a case study in the end of each post-disaster project management pattern.In the comparison the advantages and disadvantages of existing post-disaster reconstruction project management pattern, the authors introduce PPP pattern into the post-disaster reconstruction. We hope the advanced project management pattern will help us to achieve an orderly, rapid scientific reconstruction.In chapter 4, the author issues the guiding principles of project management pattern selection during the post-disaster reconstruction. The government should make the scientific decision under the principle of risk minimization to achieve professional management during the post-disaster reconstruction. Then the author concludes three main factors during the project management selection. They are the own factor, reconstruction project factor and the contract factor. In the end, the author establishes a project management evaluation model by AHP method. The government could use this evaluation model to select the project management pattern of government-funded post-disaster restoration and reconstruction projects, especially for large-scale infrastructure projects.
