The Study Of The Supervision System Of Transportation Supervisors In Zhejiang Province

After over20years of development, the transportation of our province has built up a huge team and made a great contribution to the traffic construction of Zhejiang Province. According to the actual fact at present, however, the overall capacity level of the supervisors in transportation of our province cannot fully meet the ever growing demand of the traffic engineering construction. From the author’s view, the causations of what’s mentioned above are various, but the utter most reasons might be the imperfection management system and the lack of dynamics and systematicness of practitioners.Based on the investigation of the current situation of transportation supervisors in our province, and the comparative study of the working practice management among supervisors of relative domestic industries, the author analyzes the development situation of domestic supervision industry according to the management mode of foreign engineering projects and the duty location of engineers. The author also argues that we should construct the supervision system of transportation supervisors in accordance with the actual situation of the supervision market in our province. The supervision system should cover two sides, the supervision system of responsible departments and relative construction enterprises, and the inner management system of supervision enterprises, including regulation making, organizing, supervision and assessment. Based on this, the paper proposes that we should strengthen the supervision of the supervisors’behaviors from the facets of responsible industry departments, relative construction enterprises and supervision enterprises. The paper also proposes that we should further regulate the collection and report of transportation supervisors and better the maintenance of working information by developing a working information system of transportation supervisors. This study can offer government decision-making sections theoretical basis and operational means for constructing permanent mechanism of the supervisors’management.
