Human resource management is the focus of the modern enterprise management,while performance management is the core of human resource management. Not onlyimproving the efficiency of enterprises but also enhancing the competitiveness ofenterprises relies on motivating and retaining qualified personnel. The high efficiency ofthe staff and personnel depends on effective performance management. As an oldstate-owned enterprises, human resources management issues encountered in themodernly development of Air China’s Chengdu Aircraft Maintenance Base, that make itdifficult for the strategy and development of the enterprise. The problems which AirChina’s Chengdu Aircraft Maintenance Base need to solve currently are how to managethe cadres and employees of state-owned enterprises and how to stimulate theirefficiency by setting performance indicators and performance appraisal. Establishing aneffective performance management system is the core of the current human resourcesmanagementThis paper expounded the study aiming to above problems. As Air China’sChengdu Aircraft Maintenance Base is the object of research, we analyzed the problemsfaced by this state-owned enterprises deeply, identified the causes and drew aconclusion. On performance management we must establish an effective performancemanagement system, propose suggestions for improvement, formulate the performancemanagement system program of Air China’s Chengdu Aircraft Maintenance Base andimplement it. The main contents of the paper are:1.Firstly this article described the research background, current situation andfeasibility, clarified research ideas and methods. Determined Air China’s ChengduAircraft Maintenance Base as research object.2.Learning and researching the basic performance management knowledge,including how to set performance indicators and the performance assessment methods,and lay the foundation for the article analysis research and writing by learning theoryknowledge.3. Introducing the Air China’s Chengdu Aircraft Maintenance Base simplely, this paper collected views and information by means of using questionnaire,has analysisand research of the current situation and investigated information of personnelmanagement,found the problem and gave the modified solution, then establisheds theeffective performance management system.4. Raising the proposal of establishing performance management system on aircraftmaintenance base of Chengdu and the methods that how to build the system, This paperexpound every single link of performance management system about Aircraftmaintenance base of Chengdu Including planning,practicing,examining, feedback andimprovement. At the same time,this paper also involves some content of establishingperformance indicator and using Performance appraisal.5. Installing performance management directed toward the characteristic ofState-owned enterprises, makes full use of party and departments to Strengthen thepublicity,feedback and communicating of performance. At the same time, establishesthe Corporate Culture of Performance-oriented combining with State-owned culture.6. Giving the vision and imagination of performance management of state-ownedenterprises, this paper shows the importance and independence of performancemanagement.
