In the strong market competition environment, enterprise human resources guarantee mechanism group within an organization, especially the performance design, test planning test system of rules to obtain and absorb talents, in order to make full use of a large number of human resources in the organization, the competition is important.Based on the HY mechanism in order to find the target, the performance that rule system, carries on the modern manpower planning management idea and technical equipment, to resolve the performance testing enterprises existing phenomenon, the establishment and mechanism guarantee and updated rules, corresponding with the market performance of the mechanism of regular body mechanism. This article points out, HY company’s performance appraisal index system of the scientific and objectivity, human factors, failed to give full play to the initiative of the staff role. As for instant success, the evaluation indicators only pay attention to financial indicators, and no attention to develop corporate sustainable progress measures; some evaluation coefficient is too single, not easy to realize, resulting in too much thought of people own subjective ideas, resulting in test scores is not fair; staff progress and promotion, with it you get help and effective performance; test standard of mechanism is not complete, not efficient, the formation of short-term benefits.In this paper, the design and the performance index system, the company based, will plan criterion and the task, according to enterprise organization form stratified analysis to each project unit(Branch), organizations, enterprises and employees themselves; according to enterprise development needs to determine the key work in accordance with the standard the antecedents and consequences, and how to contact the test form, with KPI as the performance target system start rule.This paper use, will pay and comprehensive performance, and improve the results of wages in the wage of all all range, in order to stimulate the staff, improve staff motivation purpose. Further analysis of this paper, even if the performance testing mechanism, in the process, but also for the training of performance management, preaching the purpose of performance appraisal; to timely communication and feedback in the implementation process, focus on the combination of science and humanistic management, constantly revised performance appraisal index system, to maximize employee motivation, the organization and the employee "win-win" effect.
