With the competition of market becoming more and fiercer, the human resources havealready become the key resources of enterprises survived and developed. However, witheconomic development, the loss of employees has become a very common phenomenon. Theloss of staff is the running off of core resources, which bring the very tremendous negativeinfluence to production and operation and the survival and development of enterprises.Therefore, how to retain talented person and control turnover rate at a reasonable level hasbecome an important issue.In this paper, we choose the A power plant as a sample. A power plant generates bynatural gas which is a pure energy, and utilizes remaining energy to provide heat to customers,which belongs to the energy comprehensive utilization industry that the country encourages todevelop. A power plant is also the first thermo joint enterprise that approved and incorporatedinto the centralized heat supply plan of the city by the government. The prospects of theenterprise development are very well. But in2years after the enterprise goes into operation,actually there was a phenomenon that the staff drains frequently. Moreover the staffs whodrain off are almost the mechanist in the production field. The high rate of staff outflow hasled to the fact that increase of the cost, the outflow of assets and the staff are of differentminds. So, high rate of the staff turnover has influenced the production, management andsustainable development of the plant seriously. Research and solution on the problem of staffturnover are the top-priority task for survival and development of enterprise.In this paper, we carried out a detailed analysis of the problems and countermeasuresabout the staff turnover of the A power plant. Firstly, we analyzed the research backgroundand significance of the loss problems of staff and the countermeasure. Meanwhile we carriedon the literature review about the current situation of the relevant theoretical research both athome and abroad; secondly, we introduced the plant’s related situation, the constitution ofhuman resource and the situation of staff turnover in the A power plant. Thirdly, weinvestigated and analyzed the reasons of staff turnover. On the basis of the staff flowing andthe outflow theory, with the methods of questionnaire investigation and interview, weanalyzed the reasons of staff turnover and summed up relevant reasons; finally on the basis ofanalyzing about the reasons and the present situation of business management, we put forwardthe countermeasures that prevent from staff turnover.
