The Research On The Behavior Of Local Governments In The Development Of Industrial Clusters

Industrial clusters, a large number of companies closely linked to each other within certain areas, gather together to form the dominant community, for the purpose of achieving lower costs, innovating technologies, enhancing the competitiveness. With the rapid development of economic globalization, many domestic and foreign companies chose to hold together in the cluster model to deal with international competition, therefore, many famous manufacturing clusters come into being, which has played an important role in promoting the world production system and regional economic integration and makes industrial clusters gradually become a distinctive mode of economic organization and economic phenomenon hotspot.In recent years, many government has paid more attention to the importance of industrial clusters and explored a necessary connection between government action and cluster development. And then they have made the strategic plan of promoting regional economic development by developing the cluster economic, in order to solve the problems such as "market failure” when developing clusters. But the "government failure" will also restrict the corporate development of enterprises. Therefore, only by identifing the role can the local government protect the positive effects of government intervention, and solve the problems they encounter. Therefore, based on the action what the local government has done in the development of industrial clusters, this paper is meant to describe the intrinsic link between development of industrial clusters and the government’s action, and put forward some feasible policy recommendations through learning from the successful theory and experience of industrial clusters, so as to provide an important reference for the government to develop industrial clusters policy and planning.This paper is divided into six parts. Chapter 1, Introduction part, mainly describes the background and significance of the study, summarize and present situation of the research literature, an overview of research methods, ideas and innovations. Chapter 2 describes the necessity of local government intervening industrial clusters, and provide realistic basis for the research by using some domestic and international successful cases. Chapter3 deeply disscusses about the role what local government plays in the development of industrial clusters. Chapter 4 takes the manufacturing industry cluster of Jining Yanzhou District for example, analyzes the mechanism of government in nurturing and development of industrial clusters in the policy and the absence of causes. Chapter 5 is to provide some of suggestions for the local governments to promote the development of industrial clusters, so as to make the role what the government plays more clearly. Chapter 6 draws the conclusions of the full paper, names the insufficient points of the research, and finally puts forward the direction of future research prospects.
