Based on the core mission of “building Yuedong development pole, constructing a newhappy city”, the fifth Party Congress in Jieyang puts forward to vigorously implement fivedevelopment strategies, entirely start the airport-economy and seaport-economy, consolidatethe basis of the entity economy, promote transformation and upgrading of the traditionalcompetitive industries, develop the strategic emerging industries, accelerate the developmentof Jieyang by leaps and bounds.In order to achieve the new target of scientific development,transformation and upgrading, great-leap-forward development and catching up from behind,the talent of basic, strategic and global role must be given full play.In order to achieve the transformation and upgrading, the fifth party congress putsforward to implement the strategy of "innovation-driven” with the backbone of privatescientific and technological enterprise. In recent years, under the guidance of "ThreeRepresents", Jieyang Municipal Party Committee and Government implement the scientificconcept of development; place the private economy, especially the private scientific andtechnological enterprise in an important strategic position. Private scientific and technologicalenterprise, as the leader of the private economy, has made important contributions to thepromotion of the technological progress and economic and social development. Therefore, ithas become the important force of Jieyang’s economic development. It is the main sector toincrease the economy and concentrate the talents in Jieyang. However, the problem of braindrain in Private scientific and technological enterprise is more serious.With intensification of brain drain, it restricts the subsisting and development of theprivate scientific and technological enterprise in Jieyang on one hand, and restricts thecompetitiveness of Jieyang’s economic development in the province and country. Therefore,the brain drain in private scientific and technological enterprise has become an important andurgent issue. Based on the analysis of specific circumstances of brain drain, the causes andimpacts on Jieyang’s private economy are obtained, and then the countermeasures are putforward.The structure of this paper is divided into five parts:Ⅰ.Introduction;Ⅱ.Theoretical research on brain drain of private scientific and technological enterprises;Ⅲ. Investigation and analysis on the development of private scientific and technologicalenterprises in Jieyang; Ⅳ. Empirical analysis on brain drain of private scientific and technological enterprises inJieyang;Ⅴ. Preventive countermeasures on brain drain of private scientific and technologicalenterprises in Jieyang.By reviewing and evaluating domestic and overseas literatures about the brain drain, thispaper defines the concept of talent, brain drain, as well as private scientific and technologicalenterprise, and then proposes the general causes on the basis of existing research results. Onthe basis of the above theoretical research, combining with the current situation of thedevelopment of private scientific and technological enterprises, influencing factors of braindrain are analyzed through empirical research. Countermeasures proposed to prevent braindrain of private scientific and technological enterprises are: Firstly, vigorously support thedevelopment of the private economy from the level of the state, social and enterprises.Secondly, improve enterprise systems for talent development. Last but not least, create asocial environment for talent development.
