Twenty-first Century is the world of intellectual economy, the market competition gradually evolved into the competition for talent. When people become the lifeblood of enterprise survival and development, staff training and also has become a business investment is an important component of. Because on the staff of investment, could create value for the enterprise, but also in the fierce market competition to win advantage position, it is enterprise and employee "win-win ".It is under such conditions, as E M factory in Shanghai companies to set up a professional chemical products manufacturing base, in order to more effectively promote M plant competitive advantage, reduce personnel cost, from the beginning of2011M factories started to introduce the internal market mechanism, and the original3position system for the expansion of9level, successful planning into "post skill level system", as part of a post level classification assessment, as part of a post level mode of operation (including training and assessment in two parts).However, as of2012September, the9level system to carry out a year superabundant, on the frontline operational staff also played a certain role, but the role which actually have quite one part is a negative impact, so that these negative effects causes are discussed in this paper is to solve the problem.This paper makes full use of the transaction cost theory, incentive theory and hierarchical incentive means effective theory, analyzed9existing system advantages and disadvantages, and put forward some effective suggestions, such as optimizing the existing post skill level system. Suggestions from the hierarchy model, incentives, training system and evaluation model to optimize the processing, in order to eliminate staff variety of discontent and many unfair phenomena.
