At present, The development of industrial clusters has entered a period of rapid development and transition, and how to enhance competitiveness of industrial clusters is most concerned about.2011,《the Twelfth Five-year Plan for Wine industry》 put forward the general goal of structure adjustment is to optimize the wine industry layout, Constructe advanced manufacturing industry base and the modern industry cluster, According to the requirements and characteristics of industry Promote industrial transfer into a large-scale and intensive development.In recent years, Sichuan province also implement "the development of liquor-making industry billions, makes the Chinese liquor ’golden triangle’" strategy. In this situation, Establish a set of relatively complete and feasible index system of industry cluster competitiveness evaluation, quantitatively study the industrial cluster by using the model, provide basis of decision-making for the industrial cluster development, have a practical significance.This paper based on the Porter’s competitive advantage theories and industrial cluster theory, Through review the industrial clusters’ competitiveness of the relevant literature. I start with the industrial clusters’ competitiveness evaluation model (GEM model) and the evaluation index system, Empirical analysis Luzhou liquor of industry cluster, and finally Put forward an effective strategy to further improve the competition of industry clusters. The main contents include:First fully collect theoretical and practical material, summarize the basic situation of luzhou liquor industrial cluster; Second, combined with the characteristics of luzhou liquor industrial cluster, Using quantitative analyse tools-GEM model, analysis the resources, facilities, enterprise structure and strategy, supplier and the auxiliary enterprise, local market and external market to construct the competitiveness evaluation index system of luzhou liquor industry cluster; And then, Through the questionnaire survey to collect enterprise’s development and scores, holding information and data, then processe and analyse the data, use entropy method to determine the index weight and GEM model to empirical analysis. Finally, draw the conclusion, combined with the survey data, further analyse the competitive advantages and disadvantages, and then puts forward the countermeasures.The results show that:the luzhou liquor industrial cluster competitiveness’ score is380, well above the national average level(250points), has the certain competitive advantage, but overall competitiveness needs to improve. Various factors’ score sort is:Resources A(7.7113)>local market E(6.8398)>suppliers and auxiliary industry D(6.4246)>enterprise structure, strategy and competitive C(6.2546)>facilitiesB(6.2047)>external marketF(3.7967). According to the sorting, In addition to the score of "external market" was obviously low beyond, Other factors which are more than all the strength of the average domestic laid a solid foundation the luzhou liquor industry cluster. Based on the conclusion, this paper put forward the following Suggestions:①strengthen the government’s and association’s supporting services.②carry out regional brand strategy, improve popularity and reputation,③integrate technology and human resources, and improve the overall competitiveness.④promote industry assemble, form a cluster "strategic alliance",⑤xplore the international market, expand export.
