On China’s Coordinated Regional Development In View Of Scientific Concept Of Development

Under the highly centralized planned economic system of China before1979, local governments had rear rights in regional economic development. From then on local governments have been more active and aggressive in regional economic development, but the adhere problems followed. Based on this understanding, I selected the coordinated regional development as a research topic in the sight of the scientific concept of development, in order to explore a realistic path which is suitable for China’s national conditions and is also suitable for the goal of achieving coordinated regional development.There are four main problems in China’s regional development:firstly, the policies and legal systems of promoting coordinated regional development are imperfect; secondly, the mechanisms and institutions of promoting regional development are not profound; thirdly, the regional gap in economic development is increasingly widening; fourthly, the resource imbalance among the regions is enormous. The main reasons for these problems are the regional unevenness in development, the preferential laws and policies and so on.In view of coordinated regional development, there are worthwhile Precedent in developed countries such as the United States, Japan, France, and so on. To achieve our regional coordinated development, we must explore a suitable road that lead to coordinated regional development under the guidance of the scientific concept of development. To resolve the existing problems in regional development, first of all, the laws, regulations and institutions for coordinated regional development must be established as soon as possible. The division of rights between the central and local governments should be clear to avoid mutual infringement. The democratic mechanism in decision-making is also necessary. Secondly, Complete mechanism for coordinate regional development should be established to reduce regional disparities. Effective market mechanisms, sound regional cooperation mechanisms, sound regional mutual aid mechanisms should also be established. Thirdly, a highly free labor market system is necessary to reserve the imbalance between labor restriction and economic need for free labor market. Fourthly, according to each region’s resources and environment carrying capacity, four regions such as prioritized development region, key development region, restricted development region, and prohibited development region should be divided.As long as we follow the scientific development concept, the principle of efficient distribution in regional development, correctly handle the problems and contradictions in the process of regional development, China’s development would be able to going on the way of healthy and sustainable track.
