The Impact Of Prominent Development Supporting Factors On Regional Coordinated Development In Shandong Province And The Countermeasures

Regional coordinated development is a common problem faced by the world and major countries.Uncoordinated regional development will not only cause regional “fairness” issues,but will also affect the improvement of overall efficiency.Since the founding of the People's Republic of China,according to domestic and foreign situations and national development requirements,China's regional development strategy has gradually shifted from balanced development to unbalanced development to regional coordinated development.After entering the new normal,the main contradictions in society have changed to "imbalanced and inadequate" development,the economy has changed from a high-speed growth stage to a high-quality development stage,and regional coordinated development has therefore increased the "high-quality" era requirements.Taking Shandong Province as an example,this paper uses green total factor productivity to refer to the level of high-quality development.The super-efficient SBM model and panel regression model are used to identify the supporting factors for high-quality development.Then,?-convergence is used to analyze the regional coordination of high-quality supporting factors Development impact.This paper is divided into six parts.The first part is an introduction,which introduces the relevant background,theoretical significance,and practical significance of the research.It sorts out the relevant research on regional coordinated development and influencing factors at home and abroad,and clarifies the main theory of regional coordinated development,the main conclusions and research of related research The main methods and the shortcomings and gaps of the current research,introduced the research content,research methods and technical route of the paper.The second part starts with the basic definition and defines the concepts of "regional coordinated development","high-quality development" and "economic convergence".Secondly,it introduces the classic theory of economic development and regional coordinated development.It focuses on explaining neoclassical growth theory and endogenous growth theory,and clarifies the principles and paths of economic growth and economic convergence between regions.Lay a solid theoretical foundation for subsequent empirical analysis.The third part analyzes the regional coordinated development situation of Shandong Province from 1978 to 2017 by using the coefficient of variation and Theil index.The results show that since the reform and opening up,the development gap between regions in Shandong Province has been continuously reduced and there is ? convergence,but there have been more obvious club convergence phenomena,and there are still problems such as the absolute gap continuing to widen,the gap between east,west,and west,and the seriousness of the administrative district economy.The fourth part uses the green total factor productivity to refer to the high-quality development level.By establishing the super-efficiency SBM model and the Malmquist-Luenberger index model,the green total factor productivity and traditional total factor productivity of Shandong Province and local cities are measured and analyzed.Spatiotemporal changes in green total factor productivity,it is found that the province's green total factor productivity is increasing at an average annual rate of 5%,and green technology progress is the main reason;the gap between the green total factor productivity of prefecture-level cities is continuously expanding,showing an overall "East High West low,south high and north low " layout;through quantitative analysis identified high-quality development support factors,including " urbanization level " " education level " " technical level " " marketization level " " government behavior " " industrial structure ".The fifth part analyzes the influence of high-quality development support factors on regional coordinated development through ? convergence.It was found that there was absolute ? convergence in Shandong Province from 2006 to 2016,and the difference in the level of high-quality development was an important cause of uneven development between regions.After controlling the "urbanization level","education level","technological level","government behavior",and "industrial structure" respectively,it was found that the speed of economic convergence between regions has accelerated significantly.Controlling the "marketization level" is not conducive to regional economic convergence.The study found that high-quality development and coordinated development have more in common than differences,and high-quality leading industries are the common goals and grasps of the two strategies,but the role of the government in these two strategies must be handled properly to achieve high-quality balanced growth.The sixth part,based on theoretical and empirical analysis,proposes countermeasures for regional coordinated development in the context of high-quality development.
