The Study Of Basic Medical Insurance System Reformation Under The Perspective Of Urban And Rural Overall-arrangement For Jiangsu Province

Since the establishing, China’s medical insurance system has been continuously developed and already has formed a so called "3insurance plus1aid" system (workers" basic medical insurance, citizens’ basic medical insurance, new form of country cooperation medical insurance and society medical aiding), inside which almost all urban and rural citizens have been covered system. However, the above is only a theoretical solution covers all citizens on system aspect. On implementation level and execution level, there are still many urgent issues for solving, such as some problems related to impartiality and efficiency within the "3insurance plus1aid" system which need to be solved and completed. Hence only by establishing the basic medical insurance system under the perspective of urban and rural overall-arrangement can civil medicare system be actually carried out.In current time, our medical insurance system is mainly managed by social insurance, sanitation and civil administration departments. Meanwhile, some more other departments such as finance bureau, development and reform commission, agriculture bureau and drugs supervision bureau also take part into the management of medical insurance policy formulation. This situation of different departments participation in policy making, but no actual one department to do concordance and coordination work, has result in great public management cost increasing and resource wasting problem.This thesis tries to analyze the obstacles for and the conditions based on which the urban and rural over-all arrangement of basic medical insurance can be established. The thesis also tries to make comparison of foreign medical insurance system and ours, to analyze the situation, existing problems and reasons for these problem of urban and rural over-all arrangement basic medical insurance inside Jiangsu province and also our country. And eventually the thesis will tries to provide a possible solution for completing the urban and rural over-all arrangement of basic medical insurance according to the situation of our province and our country, by using existing theories in medical insurance, finance and public management.
