In recent years, foreign countries carried out anti-dumping and countervailing investigation (hereinafter referring to AD&CVI or Double Anti for short) on China frequently. On April13,2004, China’s grill was implemented Double Anti investigation from Canada for the very first time. Till March,2013, China has been imposed59cases of Double Anti investigation in all from oversea. The complainants include America, Canada, Australia, EU and South Africa. Obviously, double anti has already become another useful protectionist measures for countries after anti-dumping and countervailing duty. As a new trade relief method, Double Anti that used to be a potential threat has become a real one to Chinese local enterprises. Unlike simple anti-dumping or countervailing, Double Anti has its own unique features, which involves enterprises as well as government. It’s hard to deal with. As a consequence, the respondent has a bigger chance to lose the dispute. This dissertation focuses on the enterprise behavior under the threat of Double Anti investigation. First of all, the thesis summarizes the literature review of anti-dumping and/or countervailing and defines several key concepts. Then the characteristic that local enterprises posses in terms of the complaint, products involved and so on. The influences on them are discussed as well. After that, this dissertation estimates some measures that local enterprises are taking under the perspective of Double Anti. At last, this dissertation implies how enterprises should behave scientifically when coming across Double Anti investigation.
