In recent years, China’s PV industry develops very quickly, but most of Solar Materials polysilicon is depend on imports, while most of photovoltaic products such as solar cells and modules relys on export, the domestic application market is small. In 2011,the United States, European Union, and India have Anti-dumping and Countervailing to the export of our PV products, this Phenomenon has brought great blow to many domestic PV companies, many companies will facing the situation of bankruptcy.German is a big country in photovoltaic applications, and it has relatively complete PV industry chain, the domestic photovoltaic companies have advanced technology, the subsidies to enterprises and households is relatively perfect. The subject of this paper is to comparise the status of German and China’s photovoltaic industry, supply, demand structure and trade structure, to analyze the aspect that China’s photovoltaic industry need to upgrade in its development process, and make suggestions for the future development of photovoltaic industry from four aspects.First, it analyzed the development status of China and Germany’s PV industry, from the perspective of Production factors, demand conditions, the PV industrial chain and the Government’s photovoltaic subsidy policy.Second, it mainly make a comparison of the supply and demand structure of China and German’s PV industry from the Perspective of the supply, the demands and the overcapacity cause by excessive expansion in some segments of PV industry.Third, this paper analyzed the industrial structure and the corporate earnings of PV industry from the aspects of industry structure, market size, market structure, firm scale, product Structure and profitability.Fourth, it analyzes the trade structure of China and Germany’s photovoltaic products, also it use three kinds of index to compare the trade structure of China and Germany’s PV industry. Finally, this paper make some suggestions for the restructuring of China’s photovoltaic industry from four aspects, that is economies of scale, Product upgrades, government subsidies and Factor endowment.Structural transformation of China’s photovoltaic industry is inevitable, so the government, enterprises and domestic households should make joint efforts to promote the development of China’s PV market, thus promoting the development of China’s new energy industry.
