| With the rapid development of CAAC, modern safety control has already become the critical problem that effects the normal operation and rapid development of CAAC. Owing to new airplanes and mature technology, there are little mistakes coming from the airplane itself. And safety management has become the key to ensure flight safety and improve profit for various airlines.In this paper, started with modern safety management, the definition, the origin development, the content, the essential factor and the construction steps of SMS are introduced. The questions existing on the SMS construction in our country are analyzed. Combined with advanced managerial methods of safety abroad, the difficulties having to be overcome and propositional measures to construct the safety control system in Chinese socialism characteristic are proposed.Based on practical research of the SMS in Huanghua International Airport in Changsha, by tracking and investigating various important nodes of airport operation, the basic modes of SMS of airports in our country are discussed, the concrete practice of SMS construction in Huanghua International Airport is also discussed. Specially, aiming at the core part of SMS, Risk Management is dissertated systematically. The process of risk management is emphatically introduced from four aspects as follows:distinguishing risk, evaluating risk, drawing and choosing control projects of risk. According to the operational features of Huanghua International Airport, the way about failure tree is attempted to distinguish practical risk and to judge the incidence probability that risk maybe bring about. Combined subjective knowledge with objective data, it is more accurate and dependable than the previous safety management methods that mainly depend on subjective judgement, and there are some applied values.The article is summarized at the end, the works that have done is concluded, existing deficiency and the further ways of research are pointed out. |
