The Research Of The County-level Integration Of The Funds For Supporting The Agriculture

Agriculture is the basis of the national economy, the development of the agricultureand the rural area, as well as the income increases of the peasant, will not exist unlessthe support of the finance. At the16thCPC National Congress, the Party points out that”Increasing the income of the peasants is a major task in the progress of thecomprehensive construction of a well-off society”. The17thNational Congresscontinues to emphasize coordinating urban and rural development, and promoting thebuilding of a new socialist countryside. Properly solving problems of agriculture, ruralareas and farmers, which are related to the overall situation of the comprehensiveconstruction of a well-off society, is the most important task of the whole party. Alllevels of finance department carry out all kinds of policies to add the devotion ofagriculture, the quantity and species of fund of finance support agriculture have beenincreasing, which take important effect.During years of practice, there are still some problems to be solved, the sources ofthe funds are various, the inputting directions and the goals of the fund are similar, theprofit of the fund is not good, the integration effect of the funds is not obvious, and soon, the problems above have the serious influence on the efficiency of the fundsupporting the agriculture. Based on the recent finance and tax systems and governmentstructure systems, each departments spare no efforts to achieve more fund, in order togain more government help, so the individual rational strategy leads to the collectivenon-rational strategy, and the input of the fund are scattered, the effect of the supportingpolicies are restricted; during the progress of integration of the financial fund supportingthe agriculture, based on the agency relationship between the peasants and thegovernment, each governments adopt the bulls reporting, intercepting the funds, so themoral venture problems are emerging. So, from the degree of fiscal decentralization,county-level government is the basic government, which grasps the more abundantinformation, and the demanding preference of the public goods and service. Therefore,the way of integration of financial fund supporting the agriculture based on thecounty-level government, meets the requirements of the basic direction of the rural economy development and the policies of integration of financial fund supporting theagriculture.This paper chooses the practice of integration of the fund supporting the agriculturein Zhejiang Province as the research object, aiming to promote the efficiency of thefinancial fund, then it will do the analysis around the following aspects:(1) Puttingforward the connotation of the integration of the fund supporting the agriculture, thenanalyzing the current situations of this topic.(2) Analyzing the reasons of the problemsabove from the theory degree, and the reasons why we should integrate the financialfund according to the individual rational strategy and the collective non-rational strategy,as well as agency relationship and the degree of fiscal decentralization.(3) Constructingthe goal patterns of integration of the fund supporting the agriculture in ZhejiangProvince, then finding the gap between the current conditions and the goal patterns,which makes preparations for the suggestions below; then this paper makes theempirical analysis of Fu yang, summarizing the experience of it, putting forward thethoughts of the work of integration for Zhejiang and the whole country.(4) Puttingforward the system arrangements and thoughts of mechanism innovations for thecounty-level integration of financial fund for supporting the rural in Zhejiang, ensuringthe work of integration going well.This paper argues that:(1) The work of county-level integration of financial fund forsupporting the rural in Zhejiang is to be promoted. The individual rational strategy, thecollective non-rational strategy, as well as agency relationship and the fiscaldecentralization, are the reasons which restrict the effect of integration.(2) The workneeds the specific and practical goal patterns. Through them, we can bridge the gapbetween the current conditions of the work and the goal patterns.(3) As the provincewhich carries out the integration work early, the work meets the difficulties due to therestrictions of current mechanism and the systems, so it needs to propose thesuggestions from the degrees of the system arrangements and mechanism innovations.
