With the development of information technology and the popularity of the Internet, as a new business model, e-commerce has been widely applied to various industries because of its advantages in expanding market, reducing costs, and increasing efficiency etc. At the same time, the e-commerce has become an increasingly prominent role in promoting economic growth and its position in the national economy continues to rise. Whether the e-commerce develops healthily has got more and more attention from government. Given that the ecommerce is young and it’s still in the stage of rapid growth, and its virtual and open characteristic makes the market fail more easily, it is necessary for the government to play its role in the development of e-commerce. The government should use the advantage of "visible hand" to remedy the disadvantage of "invisible hand" to promote the development of the e-commerce. E-commerce of The United States started early, has been developed quickly, in which the government has played an important role. Compared with the USA, the development of electronic commerce in China, started late, lacks the relevant legal systems and relevant theory study of is behind practice, so China needs to learn from the successful experience of the United States to the develop e-commerce. On this occasion, this paper attempts to study the government functions orientation in the development of e-commerce ecosystem from the perspective of business ecosystem theory.Firstly, based on the theory of commercial ecosystem, this paper puts forward the concept of e-commerce ecosystem, and analyzes its structure and characteristics in detail. Secondly, this paper studies the interaction mechanism between the government and e-commerce ecosystem, and fund that government behavior plays an important role in the development of e-commerce ecosystem. Finally, based on the theory above, this paper conducts a comparative analysis of China and the USA’s government behavior in the development of e-commerce ecosystem. The content of this paper is as follows:There are six chapters in this paper:In the first chapter, this paper expounds the background and significance of the research and describes the contents and the innovation and difficulties of the research briefly. The second part reviews the related research achievement which is relevant to the research topic of this paper. The third chapter is the theory base of this paper. The first section defines the concept of e-commerce ecosystem on the basis of business ecosystem theory, build its structural model. And then analyzes the characteristics of self-organization of e-commerce ecosystem, which is the internal reason of the development of e-commerce ecosystems. The second and the third section is a detailed analysis of the necessity of government intervention in the e-commerce ecosystem and the effect mechanism between the government and e-commerce ecosystem. And points out that the government plays four functions in the e-commerce ecosystem: planning guidance, supervision and management, public service and international exchanges. In the fourth and the fifth chapter, this paper analyze comparatively on Sino-US e-commerce ecosystem development and in which the government how to perform its functions. Through the comparative analysis in the fourth chapter, this paper found that the development of e-commerce in China and the United States is still a large gap. Through the comparative analysis of the fifth chapter, we have found that the mode of government function of Sino-US countries in electronic commerce environment is different. The United States’government function mode is a typical market dominant mode and the Chinese is a kind of mode between market and government functions. The sixth chapter is the conclusion and policy suggestion part, the author sums up the conclusions of the study and gives some recommendation to the government of China to take some measures to promote the development of e-commerce ecosystem.
