The Study Of Government’s Behavior In The Development Of Cultural Creative Industry Park In Hangzhou

Cultural creative industry park is not only a new social and economic organization but a development platform which is among government, market and enterprise. It has become a chief form of cultural creative industry gathering to develop in the world. To a certain extent, developing cultural creative industry park is of economic significance as well as of cultural significance. What’s more important? It is also of political significance. However, there are a series of problems and difficulties in the present development of China’s cultural creative industry park, such as industrial relevance loosing, talents lacking, public service platform lagging, and intellectual property protection minimizing. Under this background, observing and studying these problems and difficulties in depth is not only of great practical significance but of far-reaching historical significance.The development of cultural creative industry park can’t last without the intervention of governmental behavior. Governments play different roles in the different development period of cultural creative industry park. They provide basic facilities as well as public service that the parks requiring. In the development of cultural creative industry park, governments should seek not only the behavior limit in function, power, scale and responsibility, but also the behavior validity in technical efficiency, public resources allocated efficiency and institutional efficiency. Only by doing this, can we make the limited governments convert into the valid governments.Hangzhou is the national cultural creative center with developed cultural creative industry and prosperous cultural creative industry parks. The pattern of’’Ten plus X" has become the main platform developing cultural creative industry in Hangzhou. Governments at all levels in Hangzhou City has become the booster promoting cultural creative industry park develop. This paper is based on the viewpoint of limited governments theory, combines with policy, management and some other courses, analyzes thoroughly the function, power, scale and responsibility of all levels of governments in the development of cultural creative industry park in Hangzhou by investigating and surveying its practice, and summarizes a basic conclusion that the government in development of cultural creative industry park of Hangzhou City is a limited government. Then it demonstrates the government’s behavior from the levels of technical efficiency, public resources allocated efficiency and institutional efficiency, suggests a new opinion that the government in the development of cultural creative industry parks in Hangzhou is not a valid government yet. Based on this, this paper puts forward some measures and suggestions making limited governments change into valid governments.
