The cultural and creative industry, a new emerging industry, whichoriginated from the United Kingdom and spread out all through the world,largely means economic growth, wealth accumulation and expansion ofemployment, and plays an important role in the world economy. In China,the cultural and creative industry attracted the government’s attention,and The Fourth Plenary Session of the17thCCPC Central Committeeattached great importance to the cultural and creative industry; thereforeas a new emerging industry the cultural and creative industry hasdeveloped with an unprecedented speed. Creative Industrial Park, a newproduction of industrial cluster, has developed rapidly since the late1990s in some of the famous international metropolis.In recent years, the government attaches great importance to thecultural and creative industry and vigorously supports it. Developing inthe direction of an international metropolis, Shanghai put the strategicdevelopment of creative industries in an important position. At present,Shanghai has established a large number of well-known and vibrantcreative industry parks,89creative industry parks listing, as an effectivecarrier of the cultural and creative industry development. However,compared with internationally renowned countries specializing in thecreative industry in the world, we still have problems which remain to be solved in the form of parks, industrial formats, institutional reform,human resources, space layout, and many problems remain to be resolved.The present thesis, based on the theory and practice of domestic andinternational creative industrial park, describes the present pattern of theShanghai Creative Industry Park, analyses the existing problems andoffers three constructive suggestions: the construction of developmentzones as well as the establishment of a public service platform; theinnovative creative education, cultivating creative talent; the governmentefforts in optimizing structure, and the guarantee of technologyinnovation of intermediary.This thesis is divided into five parts: the first part involves thedefinition of the cultural and creative industry and Creative IndustrialPark, and the development and present status at home and abroad arereviewed in this part. The second part is of its characteristics and the fourmodes elaborated on the status quo of the Shanghai Creative IndustryPark. The third part outlines three confusions in the construction ofcreative industry parks, and moreover analyses the problems the ShanghaiCreative Industry are faced with in the aspects of resource reliance,technology innovation, relevant supporting service, developmentbottleneck, continuous growth, and information discrimination. Thefourth part takes the creative industry park Yi Park as a case study,introducing its process of development and layout planning, analyzing its most distinctive seven value-added services, and the major problems itconfronts and offers countermeasures from the author’s point of view.Part V presents the author’s suggestions and countermeasures forShanghai Creative Industry Park in vector optimization in the publicservice platform, and fostering the creative talents...
