According to the statistics of WHO and the United Nations EnvironmentProgramme, the current annual sulfur dioxide which is made by humans and releasedmainly by burned sulfur fuel is more than2tons in the atmosphere, which hasbecome the primary air pollution. Because of the limited technique and cost, mostpower enterprises of our country still use coal-fired power stations. The directcombustion of coal will emit large amounts of SO2, so the ways to produce electricitycaused great pollution to the environment.In recent years, the State Council executive meeting discussed by the TwelfthFive-Year " national strategic emerging industry development plan ". it clearlypointed out the important development direction and main tasks of the sevenemerging industries of strategic. Thus, Implementation of cleaner production andenergy saving and environmental protection has become the future direction of thecountry. Therefore launching desulfurization project in thermal power plant hasbecome imperative.Flue gas desulfurization equipment system has been widely used in foreigncountries, the equipment of these projects has been basically completed the automaticcontrol, electromechanical integration. Desulfurization device has widely been usedin coal-fired power plant. Since the beginning of1970, the domestic coal-fired powerplant started to experiment with flue gas desulfurization technology. Now flue gasdesulphurization technology used in coal-fired power plants are of two main types:semi-dry flue gas desulfurization (NID desulfurization and dust removaldesulfurization technology with CFB circulating fluidized bed desulfurization dustremoval technology) and wet flue gas desulfurization (limestone-gypsum wet FGDtechnology). The first phase2×320MW thermal power unit in Huaneng Yingkou power plantis built in1992, and the second phase2×600MW thermal power unit is built in2008.The4units of the two phases are unmounted desulfurization system. Desulfurizationproject in the difficult question for expansion projects, the inevitable design, location,construction, and transformation. The transformation process is bound to affect thenormal operation of generating unit, as to seriously influence the task of generating.Based on the theories of project management, combined with the characteristicsof construction of the desulfurization project, this article is to discuss and analyzehow to save time. Because the desulfurization renovation project concerns largeinvestment, large projects and long period, it is a great investment for each to carryout such a desulfurization plant. At the premise of quality and quantity, safe andfeasible and no increase in the cost of construction, how to control the progressreasonably and reduce the duration as possible has become the question in mostpower plants. The results of this study can not only be applied to the power plantdesulfurization project, but also can be popularized in other downtime of power plantproject.This paper will mainly research on desulfurization project progress plan andcontrol in Huaneng Yingkou Power Plant. The desulfurization of Huaneng Yingkoupower plant project is the main body. The thesis will analyze the desulfurization ofthermal power plant expansion project in the schedule, schedule, quality, and costwhich is not very good controlled. combined with the new theory in projectmanagement, as well as through the analysis and research of the controllable factorsof project management, the thesis will talk about how to reduce construction timefrom the aspects of power plant desulfurization project progress plan and control.Finally it will point out the problems that should be paid attention to in the projectimplementation process, combined with the theory of modern project managementand then make a number of recommendations. This paper is divided into5parts: thefirst part describes the background of this paper, the significance of the research,introduced the research mentality and the structure arrangement. It brieflysummarizes the general situation of planning and controlling the expansion project ofdesulfurization of thermal power plant; the second part is an overview of the theory of schedule plan and schedule control project, focuses on the analysis of the mainmethods used in project management in China; the third part will analyzeunreasonable problems in schedule arrangement in the process of expansion projectand schedule control of desulfurization of Huaneng Yingkou Power Plant; the fourthpart concerns detailed analysis of how to improve the problems through the modernproject schedule plan and control management methods; the fifth part will elaboratethe improvement effect.
