In recent years, with the proposing of the aim to construct comprehensively well-off and harmonious society, the government has increased its investment in rural areas. However, the imbalance of supplies of public goods between urban and rural areas and the shortage of public goods in rural areas are still serious, which restrict the realization of the aim to construct comprehensively well-off and harmonious society. Therefore, it has both the theoretical and realistic meanings to break the current imbalance and solve the problem of the shortage.As the responsible part of public goods suppliers, the government realizes its functions by public expenditure. Therefore, it can reflect the condition of public goods'supplies by following public expenditure. Through comparing the public expenditure between urban and rural areas, the thesis concludes that the public goods'supplies between urban and rural areas are unbalanced, and then puts forward the measures to solve the problem of shortage of public goods'supplies in rural areas.This thesis is composed of three parts.In the first part, it expatiates on the imbalance of public expenditure in public goods between urban and rural areas and the shortage of public goods'supplies in rural areas. First, it analyses the connection between public goods'supplies and public expenditure; second, it compares the public expenditure between urban and rural areas in public education, public sanitation and social security.In the second part, it analyses the harms and the reasons of the imbalance of public expenditure in public goods between urban and rural areas. The harms consist of widening the gap of the economy between urban and rural areas and restricting further economy development. The reasons consist of the city-preferred developing tactic, the level of economy development, the defect of financial systems and the impact of interest groups.In the third part, it brings forward some policy advice. First, setting up public financial system; second, confirming the government supplies responsibilities; third, perfecting countryside interest groups; last, developing the way of countryside public goods supplies.
