However, there still exist obstacles and difficulties about the urban and rural medical insurance in Shenyang City, so it is an objective and necessary requirement for Shenyang City to implement the integrate construction of urban and rural medical insurance system, which may accord with legal reformation, improve the policies to benefit the people, maintain justice and fairness, and accelerate the speed and efficiency of management.On the basis of fully analyzing the current situation of the integrate construction of urban and rural medical insurance in Shenyang City, referring to the experience of other countries and domestic integrate construction of urban and rural medical insurance, taking people’s well-being as the highest ideal, and considering the whole situation from the perspective of social long-term planning, this paper will actively explore the construction of relevant legal system concerning the integrate construction of urban and rural medical insurance in Shenyang City, transition and docking platform and handling management system, flexible payment mechanism, and this paper also believes that the pace of urban and rural medical insurance integration in Shenyang City should be steadily and rationally sped up, the differences shall be eliminated, and similarities shall be achieved,to reallv achieve urban and rural residents rationally participating in medical insurance and equally receiving medical treatment, practically improve all the people’s living quality, and complete the historical responsibility of "the old can be well cared, the sick can be well treated" for ordinary people in Shenyang City.
