The economic and social structure of China is urban-rural dual-division system,which is embodied in the dual-division and multidimensional operation of the socialmedical insurance system. With the rapid development of the economic and productivity,China’s dual urban-rural division of the social structure gradually becomes the obstacle ofsocial economic reform and progress. It limits region-to-region flow of labor, and lead tohuge waste, such as overlapping coverage, repeated fiscal subsidies, duplication ofinvestment of management resources, etc. These not only reduce the efficiency ofeconomic operation, and the unfair unreasonable redistribution mechanism also directlyaffects the construction of socialist harmonious society. In order to solve these problems,some local governments, according to the instructions of the CPC central committee andthe state council, combine with local actual situation, to explore in the field of health carereform, create practice modes with characteristics of "local" and "regional". Among them,Chengdu urban and rural medical insurance system reform is a successful model for otherregions, especially for economically underdeveloped areas.Shenyang is located in the eastern economic zone, urban and rural residents’ incomelevel is higher and the gap is smaller, at the same time has a higher level of urbanization.But the urban-rural dual medical insurance system is still in use, which seriously hindersthe development of productivity and social fairness in progress. The purpose of this paperis to elaborate whether the successful practice of Chengdu can be used in Shenyang. Thefirst chapter studies the innovation of Chengdu urban and rural medical insurance system,such as policy, management, handling system and design. The second chapter analyzesthe key reasons of the success of Chengdu urban and rural medical insurance systemreform, and also points out the challenges and problems faced in the process of reform.The third chapter compares the economic development level, urban and rural residentsincome gap, the urbanization level, government financial capacity and government’swillingness of the two cities, analyzes whether the urban and rural medical insurancesystem model of Chengdu can set an example to Shenyang.The conclusion is that thereare more favorable terms in Shenyang, and Shenyang, in the aspects of political, economic, institutional and social support, has the realistic foundation of balancing urbanand rural medical insurance system. Combined with the actual situation of the Shenyangand the urban and rural health care system of Chengdu, The forth chapter proposes theoverall concept and specific policy recommendations of the Shenyang urban and ruralmedical insurance system, including the path of the "three-step" development, theestablishment of multi-level financing and compensation mechanism, the upgrading ofthe level of comprehensive, unified management agencies, management of theintegration of resources, urban and rural health care policy and the handling processreunification proposals.
