Research On The Supervision Issues Of Real Estate Assessment Industry Of Dalian

Real estate assessment is a part which consists of the real estate agency; it performs as an important method to maintain the real estate market fair, which has a history of hundred years in the western countries. The Industry of modern real estate assessment in China rises in the1980s. In recent years, Chinese real estate assessment industry is rapidly developing. As the improvement of the relevant laws and regulations along with the increment of business, the assessment criteria gradually becomes more robust; the assessment industry becomes more normalized in China, the quality of assessment is significantly improved. After years of exploration and practice, we have gradually established a supervision system which is regulated by the government and combined with self-discipline and social supervision. In the meanwhile, a market order with fair competition and effective supervision is formed. Because we do not start as early as other developed counties and lack of systematic research, real estate assessment is a new research area which we need to implement. At present, the research related to the regulation of real estate assessment is basically focused on the statements of reality rather than profoundly scientific analysis.With the development of the real estate industry, the issues of industry supervision are obviously occurred. Although the real estate assessment industry in Dalian is more superior to other cities, there is still a big gap in terms of supervision mode compared with other developed countries and regions. Therefore, based on the reflection of reality, the advanced experiences in developed countries and regions have tremendous significance of reference for improving the real estate assessment monitoring system in Dalian.Presently, our real estate assessment system is supervised by the government and simultaneously conducting self-regulation. Due to the institutional and other historic issues, the supervision system does not have a perfect performance which it is supposed to be. The issues that mainly existed in the supervision system so far are those of multi-supervision by government, weakly industrial independency, incomplete laws and regulation. In this thesis, the author analyses the current supervision status of the real estate assessment in Dalian and demonstrates that the governmental supervised and self-disciplined mode is suitable for the real estate industry in Dalian. Besides, the author also provides the methods and suggestions from the aspects of supervised host, supervised guest and supervised methods for the real estate assessment market in Dalian.
