With the rapid development of domestic high-technology enterprise, the competition among these enterprise is more and more fierce. A corporation can’t stand out in the competition only if bringing its employees’abilities into play. From this view, desgning a R&D employee evaluation model which can evaluate employee full-scale and exactly has a considerable meaning. The indicators in the conventional evaluation model are general and divorced from the real research flow. In the process of evaluation, always use AHP(Analytic Hierarchy Process), experts viewing and fuzzy reasoning which are complex and has much subjectivity involved.According to CMMI(Capability Maturing Model Intergration) that is getting popular among research corporations, proposed a new R&D employee ability model based on the lifecycle model of development project. The indicators in the new model comprise all the keys in the core process and management&suportment of research process. Considering the work efiiciency, production quality, work importance and character idiosyncrasy, this new model can evaluate employee in the round. Using GIOWA and fuzzy theory to transform qualitative data into quantificational data can advoid the missing of information brought by discretization; using broad sense significance theory to complete the attributes reduction and attain a minimal attributes set. In the help of an enterprise which has the CMMI database, acquiring the training date to train BP neural network which structure is defined based on the indicators of the model of R&D employee evaluation in order to prefer suitable parameters and improved algorithm, then using the testting data to validate the feasibility.The employee management system is designed based on the theory of CMMI and R&D employee ability model. The building process of database and the design of E-R diagram are discussed detailedly. This system is used by the R&D department of some automatization company and has a favourable running station. This system can not only successfully manage the employee’s daily work and record in the database as a auntitative form, but also come true the visible controlling of research and development process. It makes the research of employee ability model have much more significance.
