The traditional capability evaluation model of employees is mainly focusing on unified analyzation and evaluation towards to all the staffs of a company.Generally,the model chooses four aspects from morality,capability,diligence and achievement as starting point of the index.Such proposed index may create a phenomenon which is extremely vague and unsubstantial for the process of normal researches,it can't fully reflect the characters of employees' work,which is of creativity,cooperation and hard to quantify.Aiming at these problems,this paper provides a kind of capability evaluation model which is based on standard development process of software.This mentioned model chooses CMMI(Capability Maturing Model Integration)as theoretical basis,it extracts two parts as key index which are from core process,management and support of the research life cycle model.This model realizes a function which is able to have an overall measurement and judgement for their capability according to their characters.Firstly,for avoiding a situation that our defined weight of index has extravagant difference with actual conditions of research,above mentioned model defines the weight index rationally through AHP(Analytic Hierarchy Process)as well as the combination of several professionally experience.Secondly,starting from the message reflected by figure of index which is already extract,the model makes objective dimensionality reduction process to the index data integration after AHP by using factor analysis so as to get the purpose of simplifying fata structure without bothering integrity of the index system.Factor analysis divides these index integration into several uncorrelated comprehensive indications and they will initiate a complete reflection to the intrinsic index system therefore achieve the target of data dimension reduction in the meantime solve the problem of repetitive indications in intrinsic figures so as to provide convenience for subsequent neural networks.And then,the index trains neural networks by using mutual factors which are already processed under dimension reduction.Through selecting proper network parameters this method can find train sample and testing sample of neural networks,making analysis by comparing anticipation with actual results and finally establish a relatively accurate evaluation model for researchers' capability.Aiming to design a researchers' capability management system to CMMI system and researchers' capability evaluation model,for one thing,having specific discussion aboutthree-tier structure model of system as well as the function of relative data acquisitioning module.For another thing,designing database model which is related to researchers' capability evaluation technology towards to design principle of database in the meantime having specific discussion about the table layout of function modules.In the end,the evaluation results are displayed in the form of visualization,and the management system o f R&D personnel is combined with the management system of R&D projects.
