| The patent life, namely patent maintain age, refers to the actual period from the date of application to the date of terminating, abolishing to invalid or expiring, which is widely considered as one of the criterion of measuring the quality of patent and to a certain extent reflects area’s core competitiveness. From1985to2008, the patent effective rate in Liaoning Province ranked25across the country, which proved its patent life was generally short and the patent quality is not high. However, as a result of the flaw of relevant research, the development of patent life in Liaoning has not yet seemed clear, which go against the long term development of patent industry.This article is based on the definition of basic concept and illustration of related theory. It searched, downloaded and reorganized the authorized invention patents in Liaoning Province applied from Jan1st,1992to Dec31st,2011on the website of State Intellectual Property Rights, making use of patent searching software, IPGet. The article shows and analyzes the current development of patent life in Liaoning Province from three layers, i.e. different types of patentees, different technology fields and different regions. The research indicated:The patent life of research institutions is longer than other patentees, and the developmental pattern in enterprises and universities is similar and have a low level of patent life; The research in Optics domain is prominent, but fell behind seriously in high and new technologies; The comparison among14regions indicates an obvious regional difference, the invention patent in Fushun performed a best maintain state and high proportion of patent life. The patent life in Shenyang is on the low side, and Dalian had good performance in both absolute and relative index. Finally, the article propose some suggestions to invention patent life in Liaoning Province including: Strengthen the construction of patent culture; increase the funding of science and technology to high technology fields; incent backward area development; strengthen the cooperation of production research; strengthen patent protection law enforcement dynamics; improve the consciousness of patent diversity using; train their consciousness of patent strategy; strengthen the patent application service; reform the performance evaluation system; improve the patent filing management; pay attention to the patent management personnel training. |
