Research On The New Rural Social Endowment Insurance System In Chaoyang County

According to the forecast of the latest population data to the United Nations,it is below the organization for economic cooperation and development(OECD) average level that in2010,china’s population aged sixty and over will account for12%of the total population.The problem of aging population is not prominent.But in thirty years since2011,China’s population aging will accelerate.The population aged sixty and above will account for more than the average annual growth of16.55%.In2040the proportion of the aged will reach28%.In the sixty years,China begin to step into aging society.By2050,sixty years old and over will account for more than30%.Society get into the depth of the aging stage.With the rapid development of the aging of the population,it is become a more serious problem that coping with an aging population in rural areas.Therefore,the core problem of aging is the rural.In the face of the aging population in the rural areas in China such a grim situation,it is born at the right moment that the new rural social endowment insurance system.This article is based on Chaoyang county of Liaoning province as the research area which is the new rural social endowment insurance pilot area.It was carried out thorough investigation and study,using the questionnaire survey and symposium forms.lt analysed sevral problems,such as operation mode of the new agricultural insurance,the actual operation of the system,the attitude to the new agricultural insurance of the farmers,finding problems in the process of system operation.Aiming at these problems,this article from several aspects put forward some countermeasures and suggestions.This is for farmers to solve the pension problem and to improve the life of aging population.It’s found problems in the new agricultural insurance pilot in Chaoyang county including famers knew about the new agricultural policy,low level of protection,not perfect money raising and management mechanism,problems in connection with other related systems,etc.In view of the above problems,it’s including the countermeasures to perfect the new rural insurance system.Such as increasing the policy propaganda,coordinating with other rural polity,developing the rural economy,establishing and perfecting the management mechanism,speeding up the construction of the personnel and the information system,broadening the fund financing channels,realizing the value and the sustainability of the fund.
