System Of Rural Society Endowment Insurance And Its Effects In F County Of Jiangsu Province

Social endowment is contrary to the traditional concept of family pension, and which usually means that the government, society, the collective and the community outside the family will provide spiritual comfort, elderly care and economy support and endowment service. With the social modernization and the aging of the social population, the social endowment service becomes the inevitable result of social development trend. Rural endowment insurance means insurant shall pay insurance premium, according to relevant regulations, to insurance agency and reach an agreement with insurance agency, when insurant achieves the agreed retirement age, the organization of agency for insurance shall pay insurance pension to old insurants. In September2009, the state council promulgated the "instruction opinion for a new rural society endowment insurance system ", put forward the construction the rural residents aged basic life safeguard for the purpose of a major social policy.The new rural society endowment insurance policy has two notable features:one is the way of cost collection, which including individual fees, collective allowance and government subsidy; the local government’s financial cost shall be used as subsidy to farmers. The other is that personal pension account shall be associated with the basic pension account. The lowest standard basic pension shall be paid by government finance. As one of test areas for new rural society endowment insurance system, F County located in Jiangsu province, has developed and forwarded the new rural society endowment insurance system smoothly and achieved great social effects. This article is to analyze the case of F county Jiangsu province by using grey system theory to explore the internal regulation of building the new rural society endowment insurance system and maintain the sustainable development of the system. It shall be helpful to improve the model and type of new rural society endowment insurance system of Chinese socialism new rural society. Based on the rural society endowment insurance system theory, combined with actual situation of China’s rural areas, with economic analysis, referring to international successful experience, I will put forward.a more operative theory.
