Farmers specialized cooperatives is another organization innovation after thehousehold contract responsibility system. They are organized by small and weak producerswho are placed in the disadvantageous position of the market competition, in accordancewith the principle of equality and mutual benefit. Through the common management, theywill improve their own economic interests or economic status. Since the1980’s, multipletypes of farmers specialized cooperatives have been formed in rural areas. As the importantassurance of organization for the development of modern agriculture, they play animportant part in improving the organization degree of farmers, strengthening agriculturalproduction and cooperation ability, connecting ‘small farmers’ and ‘big market’, increasingfarmers’ income and speeding up the construction of a new socialist rural. However, ourcountry’s farmers professional cooperatives are still in the primary stage of development,there are still some serious problems and factors that are restricted the sustainabledevelopment, mainly displays in: the weak organization foundation, lack of workingcapital, imperfect management system, poor economic returns, the weak risk resistanceability, poor external support, etc. Therefore, farmers specialized cooperatives performanceevaluation is in favor of revealing their present situation, characteristics and problems, aswell as discussing the development direction and countermeasures in the new situation.In this article, the theoretical basis of performance evaluation is the development logicof generation to operation mechanism to function, performance in real terms is a startingpoint and farmers specialized cooperatives performance generated path is found, based onthe ‘behavior-results’ performance concept, so as the behavior performance and resultsperformance of the structure performance are concluded. Then based on the above analysis,a set of farmers specialized cooperatives performance evaluation index system isestablished. It uses analytic hierarchy process to evaluate the performance. Last this articleselects fifteen Shouguang vegetable specialized cooperatives and their members toevaluate, and according to the above analysis, from the organization itself and thegovernment two sides, this article puts forward to some countermeasures and suggestionsfor the development of farmers specialized cooperatives. The innovations of this article are:1. Most of the existing researches pay more attention to results performance, in orderto compensate for the lack of less degree of emphasis on behavior performance, this articlefirst explains that the performance of farmers specialized cooperatives should includebehavior performance and results performance two sides from the theoretical aspects, thenmakes the empirical analysis.2. Most of the existing researches pay more attention to the building of farmersspecialized cooperatives performance evaluation index system, not to concern about theorigin of the evaluation system. It follows the path of ‘substantive content of theperformance to performance formation path to performance structure to performanceevaluation system’ to build a performance evaluation index system.3. The existing research about Shouguang vegetable cooperatives performance arenormative study, they analyze the development situation and problems of Shouguangvegetable cooperatives qualitatively. This article from the quantitative point of view, usesanalytical hierarchy and Yaahp software, to evaluate the Shouguang vegetable specializedcooperatives, and it further validates the usefulness of the evaluation index system.
